The Strategic Role Of The Land Bank Agency In Agrarian Reform For Social And Economic Justice
JAKARTA - The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) encourages the Land Bank Agency to jointly carry out Agrarian Reform which aims to provide justice, economic equity, and food security. This was conveyed by the Secretary General (Secretary General) of the Ministry of ATR/BPN, Suyus Windayana in the Focus Group Discussion (FGD) The Agrarian Reform Development Program of the Land Bank Agency' which took place at the Mandarin Oriental Hotel, Jakarta, Thursday, October 24.
"This Agrarian Reform is part of the task of the government and the Land Bank Agency, how to realize social justice, economic equity, and food security. The Land Bank Agency is expected to be even more active, obtaining land not only from the release of land that is not used or abandoned land, but also actively obtaining land by coordinating with the Ministry of Forestry and the Ministry of Transmigration," said Suyus Windayana.
However, he said that to realize justice, the Land Bank Agency must allocate as much as 30% of state land intended for the benefit of the community. "Both have good intentions, want to provide assets to the community, and Land Bank also has an interest so that this economic development can run," said the Secretary General of the Ministry of ATR/BPN.
Present as a resource person, Director General (Dirjen) of Agrarian Arrangement, Yulia Jaya Nirmawati. He explained, according to Presidential Decree Number 62 of 2023 concerning the Acceleration of the Implementation of Agrarian Reform, Land of Agrarian Reform Objects or TORA, it was divided into three sources, namely from forest areas, non-forest areas, and the results of resolving agrarian conflicts.
"Talking about Agrarian Reform, we must place Asset Arrangement and Access Arrangement as a unit of activities that must go hand in hand. TORA which is allocated by the Land Bank Agency, which is at least 30% of the state land which is one of the sources of TORA from Non-National Forest Areas. Before being designated as TORA, the Land Bank Agency must obtain approval from the Committee of the Land Bank Agency consisting of the Minister of ATR/Head of BPN, the Minister of Finance, and the Minister of PUPR," explained Yulia Jaya Nirmawati.
According to him, the presence of the Land Bank Agency is expected to be able to provide fresh air in accelerating Agrarian Reform. Land Bank Agency, I think in the future it will be reliable and able to open innovations in community empowerment. Land Bank is here to ensure land availability, improve the quality of the environment and access of the community, deal with conflicts, and improve food security," said Yulia Jaya Nirmawati.
