BPK Finds Pre-Employment Card Participants Not Fulfilling Recipient Requirements

JAKARTA - The Supreme Audit Agency (BPK) found that pre-employment card participants did not meet the requirements as recipients in the Financial Report (LK) of the Other Expenditure Budget Section (BA 999.08) in 2023 at the Budget User Authority Accounting Unit (UAKPA) of the State General Treasurer (BUN) of Pre-Employment Card Program Implementation Management (MPPKP).

This statement was conveyed by Member II of the Supreme Audit Agency (BPK)/Leader of State Financial Audit II Daniel Lumban Tobing to Coordinating Minister for Economic Affairs Airlangga Hartarto at the Coordinating Ministry for the Economy Office.

Dalam proses pemeriksaan, BPK masih menemukan permasalahan sistem pengendalian internal dan kepatuhan terhadap ketentuan peraturan perundang-undangan. Permasalahan tersebut di antaranya, terdapat peserta program kartu prekerja yang tidak memenuhi persyaratan sebagai penerima, yang mengakibatkan penetapan peserta sebanyak 54.856 peserta tidak tepat, ujarnya dalam keterangan resmi di Jakarta, dikutip dari Antara, Kamis 10 Oktober.

For this problem, BPK recommends the Chairman of the Job Creation Committee (Ciptaker) to order the Executive Director of MPPKP to coordinate with ministries/agencies related to system integration through aligning the Application Programming Interface (API) for updating blacklist data. The Chairperson of the Ciptaker Committee was also asked to carry out reviews and improvement efforts in order to improve the effectiveness of monitoring and evaluation of the pre-employment card program.

Daniel hopes that the Coordinating Minister for the Economy can continue to encourage his staff to follow up on the recommendations from the BPK examination results and can immediately complete the recommendations given.

"We need to convey that the Coordinating Ministry for the Economy is expected to be able to provide an explanation of the progress of the follow-up to the BPK recommendation no later than 60 days after the receipt of the BPK examination report," he said.

LK BA 999.08 examination in 2023 at UAKPA BUN MPPKP is a financial check at the UAKPA BUN level which is intended to support the examination of LK BUN in 2023.

The purpose of the examination of LK BA 999.08 of the Pre-Employment Card Program in 2023 is to assess the suitability of budgeting and other expenditure implementation with statutory provisions, as well as the alignment of accountability for other spending management in accordance with the stipulated provisions and standards.

"This examination is not intended to provide opinions, but to be one of the considerations for formulating opinions on LK BUN in 2023," said Daniel.
