KPK Recommends Corruption Prevention To The RDF Plant Rorotan Project

The Corruption Eradication Commission (KPK) has provided a number of recommendations to the Provincial Government (Pemprov) of the Jakarta Special Region (DKJ) to prevent corruption in the construction of a strategic waste processing project "Refuse-Derived Fuel (RDF) Plant" in Rorotan, North Jakarta.

"This is to encourage the DKJ Provincial Government to ensure that the price is reasonable at unit prices and evaluate the unit price for project needs so that there is no price inflation and potential regional financial losses," said Head of the KPK Region II Coordination and Supervision Prevention Task Force Dwi Aprillia Linda Astuti as reported by ANTARA, Sunday, October 6.

Therefore, he continued, so that the price standard is too high compared to the fair price and applicable value in the market.

"This must be considered in order to prevent regional financial losses. Make sure, there should be no misappropriation and inflation because this is one of the modes of corruption in the procurement of goods and services (PBJ)," he said.

He emphasized that the recommendation was made based on the results of the analysis and field review by the anti-Rasuah agency.

In addition, the KPK also provides recommendations regarding planning, implementation, to the process of handing over the budget for the procurement of goods and services.

The strategic project has a budget ceiling of IDR 1.3 trillion.

Since laying the first stone on May 13, 2024, the construction of RDF Plant in Rorotan has continued with a 40 percent achievement on October 3, 2024, and is targeted for completion in December 2024.

The target is that RDF Plant can operate in early 2025. "We will continue to monitor the prevention of corruption," he said.

The KPK also appreciated the audit conducted by the DKJ Provincial Inspectorate, which has involved technical experts to minimize operational problems in the field.

He hopes that DKI will also conduct an audit not only on the implementation but also at the planning stage until the handover.

Assistant Inspector IV of the DKJ Provincial Inspectorate Ending Wahyudin who was also present at the review said that his party would continue to be committed to efforts to prevent corruption in the project.

According to him, his party has been actively conducting supervision, assistance, and joint audits with the DKJ Provincial Representative BPKP.

The RDF project in Rorotan will support the disentangling of the total waste from the people of Jakarta which reaches a total of 7,500 tons per day.

With a waste processing capacity targeted at 2,500 tons/day, the Rorotan RDF is expected to be able to process around 30 percent of Jakarta's total waste.

RDF proceeds are planned to be sold to buyers, at a price of around US$24 to US$44 per ton so that it is expected to boost DKJ's Regional Original Revenue (PAD).
