A Gang Of Chinese Citizens-Vietnam Online Fraudsters Arrested In Surabaya

Surabaya City Police (Polrestabes) revealed the criminal act of online fraud or online scamming by a gang of foreign nationals.

Head of Criminal Investigation Unit of the Surabaya Police, AKBP Aris Purwanto, explained that this gang of foreign nationals arrived in Indonesia using a tourist visa.

"They rented a house in the elite housing area of Villa Centra Raya Citraland Surabaya since March 20, 2023. From that house, this gang using a smart cell phone each operates to commit online fraud for 12 hours, from 10.00 to 22.00 WIB every day," he said as quoted by ANTARA, Tuesday, September 24.

Ten perpetrators were arrested when the police carried out a raid on the house. Nine of the perpetrators are Chinese citizens. Another person is registered as a Vietnamese citizen.

For more than a year this gang has offices at Villa Centra Raya Citraland Surabaya, including offering various types of cheap products online, which per unit ranges from IDR 10,000 to two million.

At least able to sell up to a thousand units of goods per day through the "Tiktok", "Wechat" and "Dou Yin" applications. However, after payment transactions occurred, the promised merchandise was never delivered.

The police said that the gang also committed fraud by selling love online or love scamming.

"The alleged woman is a member of the Wechat group. After processing friends on social media, they then carried out sex videos. Then they blackmailed the victims," he said.

Another online fraud mode run by this gang is blackmailing officials in China who are known to be having problems. Namely by telephone and claiming to be law enforcers, which in the end asked for some money through bank transfers.

"Every perpetrator gets varied rewards, starting from Rp. 5 million, 15 million per month depending on the results of the fraud obtained," said AKBP Aris.

The perpetrators were charged with Article 378 of the Criminal Code (KUHP), as well as Article 28 Paragraph (1) of the Law of the Republic of Indonesia Number 1 of 2024 concerning the Second Amendment to Law Number 11 of 2008 concerning Information and Electronic Transactions.
