DKI Provincial Government Only Lifts 1,700 Of 4,000 Honorary Teachers This Year, DPRD: Very Responsibility?

JAKARTA - The DKI Jakarta Provincial Government will open a formation of Individual Work Contract (KKI) for thousands of honorary teachers as a solution to clarify their status.

Now there are 4,000 honorary teachers who teach in Jakarta. However, the quota for KKI personnel opened this year is only 1,700 people.

This surprised the DKI Jakarta DPRD. Secretary of Commission E of the DKI Jakarta DPRD, Jhonny Simanjuntak, questioned why the DKI Provincial Government did not appoint all honorary teachers at once.

"The education office said that for this year, 1,700 KKI teachers will be appointed. Why so much responsibility? Only 4,000 were immediately appointed as KKI teachers. Where is the justice?" said Jhonny, Thursday, July 25.

Jakarta has a 2024 APBD of IDR 81.71 trillion. The nominal value of this budget, Jhonny assessed that the DKI Provincial Government still has enough to pay 4,000 honorary teachers to become KKI.

"He said it's really sad, our teachers. Jakarta can do it if we really want to (recruit 4,000 honorary teachers directly). This is a matter of political will, about the political will of the DKI Jakarta Provincial Government," said Jhonny.

Previously, hundreds of honorary teachers in Jakarta had been unilaterally dismissed by their respective principals. This happened because of the cleansing policy.

Where, so far the appointment of honorary teachers has not gone through recommendations from the Education Office. Thus, they do not have Basic Educational Data (Dapodik), have a Unique Number of Educators and Education Personnel (NUPTK).

This has drawn protests from various parties. Finally, Acting Governor of DKI Jakarta Heru Budi Hartono will open space for honorary teachers to participate in the selection of individual work contracts (KKI) for non-ASN public school teachers at the DKI Jakarta Education Office so that they can still teach with clear status.

"The DKI Regional Government through the Head of the Education Office provides an opportunity to be able to register through the correct mechanism as a KKI student teacher. This year, this August, the DKI Regional Government will open (formation of KKI personnel) 1,700 for teachers (honorary)," said Heru at Banteng Field, Saturday, July 20.

Heru admitted that the opening of the recruitment of KKI personnel this year could not accommodate all honorary teachers in Jakarta, which amounted to around 4,000 people. So, Heru asked honorary teachers who did not pass the KKI selection this year to be patient waiting for the opening of the formation the following year.

"How about the remaining 2,300? DKI has opened it to open in 2025. The procedure is please prepare yourself. The term test, yes. There is the correct mechanism."

"So, later there will be interviews of all kinds, it is in accordance with the rules. Of course 1,700 will get this year, the remaining 2,300 will be given the opportunity in 2025," said Heru.

Meanwhile, at least 107 of the 4,000 honorary teachers in Jakarta have been affected by unilateral dismissal by their respective principals. Heru promised to put him back in schools that lacked teachers in order to be able to teach again.

"So, it has been recorded that there are elementary schools that are not teachers, there are junior high schools. So far, they have been concentrated in several schools. On the other hand, there are schools that lack, for example at SD X, they need English (speaking) teachers," said Heru.

"Of these 107 there are English teachers, yes, we include them here and they get their rights teaching and honorarium. On Monday (July 22, 2024) everything will be resolved," he added.
