RDP Commission VII: Oil And Gas Production In Pertamina's Working Area Increases In 2023
JAKARTA - Although nationally national oil and gas production has decreased, the working area where Pertamina becomes the operator has actually experienced an increase in production.
This was discussed in the Hearing Meeting (RDP) between Commission VII DPR, PT Pertamina (Persero), PT Pertamina Hulu Energi (PHE), and SKK Migas, in Jakarta, Thursday 6 June.
"That's right. The Upstream Oil and Gas Working Area operated by Pertamina, oil production in 2022 is 337 thousand barrels per day, to 339 thousand barrels per day in 2023. The block where we become operators, production has indeed increased," said Deputy President Director of PT Pertamina (Persero), Wiko Migantoro, quoted on Saturday, June 8.
Previously, Commission VII member Ramson Siagian did ask, that although domestically from 2022 to 2023, there was a decrease in lifting, but the decline occurred in Pertamina's unmanaged blocks. In 2023, for example, according to Ramson, there was a decrease in 415 thousand BPH or a decrease in production in 2022 by 417 thousand BPH.
"It means there is a decrease of two thousand barrels per day. But apparently there are operators who are not Pertamina?" said Ramson.
Ramson also added that the highest decline was Cepu at 7 percent, where ExxonMobil was the operator.
Along with the increase in production, Wiko also stated that PHE had contributed to state revenues from taxes worth USD 3 billion.
"Meanwhile, from non-tax state revenues (PNBP), PHE's contribution to the country reached 4.2 billion US dollars," added Wiko.
Meanwhile, regarding the Domestic Component Level (TKDN), Wiko said that the achievement of the upstream oil and gas industry TKDN in PHE operations in 2023 was recorded at 60.19 percent or Rp37.4 trillion.
"The TKDN achievement is above the target, 2021, 2022, and 2023, our achievements are above the target. Even in 2023, the figure is around 2 percent above the national target," said Wiko.
Meanwhile, regarding the procurement process, Wiko said that the entire procurement process at PHE was carried out openly, according to good governance.
"Transparent, even using a digitalization procurement system, such as GEP Smart which is an application for the procurement of goods and services. In addition, the U-Can contracting application and SCM monitoring application are Solution," said Wiko in his presentation.
Regarding the Tender Committee, for example, Wiko also said that it was supervised by the authorities. In addition, the Tender Committee must also be certified as a tender committee.
"Also you have to sign CoC and CoI, include a Gratification Report, and an LHKPN Report," added Wiko at the meeting chaired by Bambang Haryadi.

Responding to PHE's presentation, member of Commission VII Nasyirul Falah Amru or Gus Falah expressed his appreciation. Especially regarding the contribution of TKDN.

Gus Falah also hopes that PHE will continue to strive to increase national oil production. According to Gus Falah, to produce current oil and gas production, higher goods and services are needed. For this reason, Gus Falah reminded that the procurement of goods and services is strictly selected. Do not let them buy low-quality goods.
