Moeldoko: The Tapera Program Will Not Be Postponed!
JAKARTA - Presidential Chief of Staff (KSP) General TNI (Ret.) Moeldoko emphasized that the Public Housing Savings (Tapera) program managed by BP Tapera will not be postponed. This means that this program will run according to schedule, starting in 2027.
"My conclusion is that this Tapera will not be postponed, wong has not yet been implemented," he said at a press conference at the Presidential Staff Office, Jakarta, Friday, May 31.
Moeldoko said that since there has been a change from the Civil Servant Housing Savings Advisory Agency or the ASN Bapertarum to BP Tapera so far there has not been any justice applied to all workers in Indonesia, both private and civil servants.
Furthermore, Moeldoko said the Tapera contribution of 3 percent of the salary would be applied after there were regulations from the Ministry of Finance and the Ministry of Manpower.
Later Tapera will run for ASN which is 0.5 percent of the APBN after the Minister of Finance Decree. Furthermore, for independent private workers, after a Decree of the Minister of Manpower. It will only be able to run well," he said.
Moeldoko emphasized that the Tapera program is not a salary deduction fee but a savings that is required by law (UU).
Meanwhile, Tapera is regulated in Government Regulation (PP) Number 21 of 2024 concerning amendments to Government Regulation Number 25 of 2020 concerning Public Housing Savings (Tapera).

"So I want to emphasize that this tempera is not a pay cut or contribution, but this Tapera is a savings. In the law it is mandatory, there is a law that says it requires," he said.
Moeldoko said that for workers who already have a house, the savings can be disbursed into cash when they retire.
"But what form for those who already have a house? Do we have to build a house? We discussed it inside, later in the end when he retires, it's finished, it can be withdrawn in the form of money or with the maturation that occurs," he explained.
