Apindo Values Tapera Program Is Not A Solution For Employees
JAKARTA - The Regional Leadership Council of the Indonesian Employers' Association (DPK Apindo) of Sukabumi Regency assesses that the implementation of Public Housing Savings (Tapera) is not a solution for employees, especially in Sukabumi Regency, West Java, in order to fulfill the needs of houses for workers.
"The program for meeting housing needs through Tapera is not a solution or guarantee for private employees or employees," said Chairman of the Apindo DPK Sukabumi Regency, Sudarno, quoted from ANTARA, Friday, May 31.
According to Sudarno, his party has also made a statement of attitude regarding the issuance of Government Regulation (PP) Number 21 of 2024 concerning the Implementation of Public Housing Savings (Tapera).
As for the points of this statement, the Apindo DPK Sukabumi Regency according to the direction of the central leadership and West Java rejected the Tapera Program, including the value or price of the house, especially in the second largest district in Java and Bali, which continues to increase every year.
Then, the length of time the relationship between workers or employees in the company is relatively unequal and will not necessarily last longer.
Furthermore, the accumulated total money from Tapera contributions payments that will be received by workers if they stop, retire or are laid off either most likely cannot buy a house.
In addition, this rejection is also based on the addition of 0.5 percent of the workers' wages that will be charged to employers and an additional 2.5 percent of the costs charged to workers, which of course will burden the operational costs of entrepreneurs.
Moreover, as is known, the current situation and condition of the business world has not yet recovered due to the impact of the COVID-19 pandemic and the global economic recession is certainly very burdensome for entrepreneurs.
Not only that, with deductions of salary or wages for payment of fees, it is also burdensome for workers.
"Actually, the housing needs fulfillment program for private workers has been implemented and implemented, as well as many facilities and opportunities provided, both through the down payment assistance program from BPJS Ketenagakerjaan, the subsidized housing mortgage program from related ministries and banks," he added.
Sudarno said in his statement that his party emphasized that private workers do not need the Tapera Program because it is not a solution and guarantee for employees to be able to own housing.

As well as this program, it clearly adds to the cost that must be incurred by entrepreneurs, worried that with the additional burden, many companies will go out of business due to mass layoffs.
He also asked the government to focus on improving and optimizing programs to improve the welfare of private workers without having to issue new regulations or laws such as PP 21/2024.
The reason can endanger the development and sustainability of the business and industrial world, especially the labor-intensive industrial sector which is able to absorb a lot of labor.
