PUPR Minister Basuki Hadimuljono: The Implementation Of MLFF On Toll Roads Can Make People More Obedient To The Law
JAKARTA - Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono said that the implementation of Multi Lane Free Flow (MLFF) could change people's behavior to be more obedient to the law.
"(Sanctions) are law enforcement. That's why we are changing the system, behavior as well," said Basuki at the Jakarta Convention Center (JCC), Senayan, Tuesday, May 28.
Basuki said there was an application of sanctions to people who did not register with the Fast Without Stop (Centas) application which was the MLFF scheme.
"Including this one (the vehicle has not been registered). Transportation is infrastructure, regulation and behavior," he said.
"If people want a fatter, cheater and safety, of course the infrastructure must be good, the regulations are there, the behavior must also be appropriate", he continued.
According to him, MLFF will not burden the community. Because, initially the toll road uses a cash payment scheme, then shifts to taping and then contactless or MLFF.
"So, if the MLFF does not burden toll road users, it's just a system change. So there's nothing to do with tariffs, because it's already there through tenders and regulations," he said.
Later, the single lane free flow (SLFF) scheme will be implemented first. The Government Regulation (PP) Number 23 of 2024 is the basis for the police in law enforcement.
Previously, PT Roatex Indonesia Toll System (RITS) would be ready to implement a contactless toll transaction system or multi lane free flow (MLFF) this year.
The plan is that the implementation of the toll road payment system without touching will begin to be implemented in stages in October 2024 on the Bali Mandara Toll Road.

"RITS as the implementing enterprise (BUP) of the MLFF program is ready to implement the system according to the schedule targeted by the government, starting in the fourth quarter of this year," said PT RITS Attila Keszeg President Director in the Media Briefing & Talk Show "Driving Towards A Brighter Future: The Evolution of Indonesian Transportation For Accelerated Accessibility at the Jakarta Convention Center (JCC), Tuesday, May 28.
During this transition period, the system used is a single lane free flow (SLFF) while still using a barrier. So, toll road users need to download the Cantas application, then the application is connected to a banking account belonging to toll users.
Every time you pass the toll payment transaction point, the account balance will automatically decrease according to the nominal that must be paid when passing the toll road.
