Observer: Delays Inauguration Of Regional Officials, Acting Governor Musa'ad More Often In Jakarta
JAKARTA - Acting Governor of Southwest Papua, Mohammad Abud Musa'ad is said to have never been in the office and often traveled abroad. In addition, Musa'ad is also considered to have deliberately postponed the inauguration of dozens of echelon II, III, and IV officials within the government of Southwest Papua Province.
This was conveyed by a political observer from Southwest Papua, Ortisan Kambu to VOI, Thursday, May 23.
The man who is usually called Kambu reasoned that in fact many officials had met the requirements but until now it has not been inaugurated. Kambu said it should have been considered eligible, a week later it was immediately inaugurated. Kambu assessed that this delay was intentional by the Acting Governor Mohammad Abud Musa'ad because it was suspected that it would affect the absorption of the budget.
"But, I think this is an element of intent to postpone the appointment. Actually, he already knows, if echelon II to IV is not inaugurated, it will affect the absorption of the budget, it will also affect community services. How can people get good services, if echelon III and IV are not appointed. Even though they are the ones who hold the program directly to the community, "explained Ortisan Kambu.

Kambu said that the Acting Governor of Southwest Papua, Musa Ad, was rarely present at the governor's office in Papua and seemed to have never focused on completing his work. Kambu mentioned, the governor's official is often in Jakarta or abroad.
"He is rarely in Papua, he is more often in Jakarta. He can even spend one month in Jakarta and only spend one week in Papua. He mostly works abroad. The newly appointed Regional Secretary is already in America and Europe (even for the past two weeks). The staff should first be appointed under so that programs can run," he said.
"The governor was never in the office, he didn't want to have an office in the governor. Why should he be the Acting Officer then. He's just traveling. This is the work of the government just traveling. At first I supported him, but now he doesn't," he said.
With the approaching election of regional heads (Pilkada), Kambu is worried about the impact of the postponement of this inauguration on the budget.
"We will soon enter the Pilkada, how will the budget be absorbed? Maybe later the reason is that the budget money has run out. We mean that community services must be carried out immediately, while the regional elections already have institutions that take care of elections," he said.
