Of The 47 Prolegnas Bills In 2024, Formappi Accuses The DPR Of Secretly Passing The DKJ Bill In The Middle Of Elections

The Indonesian Parliamentary Concerned Community Forum (Formappi) highlighted the steps taken by the Indonesian House of Representatives to secretly ratify a number of Draft Laws (RUU) into Laws (UU) in the midst of the 2024 Election contestation.

Formappi assessed that the DPR took advantage of the conditions to approve a number of bills as proposed by the council initiative, one of which was the Draft Law on the Special Region of Jakarta (RUU DKJ) which was knocked into law in March 2024. "They secretly approved a number of bills to be ratified into law and approval of the discussion process until the approval of a number of bills became the proposal for the DPR's initiative," said Formappi researcher Yohanes Taryono in his statement, Monday, May 13.

According to him, the discussion of the DKJ Bill seemed rushed so that the arrangements were not clear enough.

"How can the new Jakarta, which is no longer the nation's capital, be designed for certain purposes, is not clearly illustrated in the DKJ Law. The interests of Jakarta residents in the 'new world' DKJ do not really get a place in the DKJ Law regulations," he said. Taryono also criticized the achievement of the DPR RI during the IV session of the 2023-2024 session. According to him, the DPR was only able to ratify 1 of the 47 lists of the 2024 Priority Prolegnas Bill.

"The ratification of 1 bill from 47 lists of priority bills in 2024 is a blurry portrait of the DPR's legislative performance. With this achievement, the burden of the DPR's legislative performance is still a lot (46 bills)," he said.

DPR, kata Taryono, juga gagal dalam melaksanakan fungsi di bidang pengawasan. Sebab, DPR tak bisa mengatasi permasalahan terkait mahalnya harga kebutuhan pokok.

"Another problem that is also felt by the community is related to the high price of basic commodities such as rice, eggs, meat, sugar, and kitchen spices. This shows the failure of the DPR to carry out supervision effectively," he said. "Also the issue of members who have permission. Meeting agendas have certainly been scheduled long ago, of course they have been given the appropriate invitation. Still, many members of the DPR who are absent from the meeting," he concluded.
