Initially Asking To Be Postponed, The Ombudsman Is Now No Problem With The 2024 CASN Selection Held As Scheduled

Chairman of the Ombudsman Mokhammad Najih admitted that he did not question the selection of Candidates for State Civil Apparatus (CASN) 2024 which will continue to be carried out according to the schedule from the Ministry of Administrative Reform and Bureaucratic Reform (PANRB) to ensure that there are no problems by certain parties.

This was conveyed by Najih in response to the statement of PANRB Minister Abdullah Azwar Anas who said the 2024 CASN selection could not be postponed.

"As long as Kemenpan RB can guarantee that there are no jokes from those who will use ASN, the selection process may continue," said Najih as quoted by ANTARA, Friday, May 3.

He also assessed that the simultaneous implementation of the regional elections would be prone to being manipulated as political sugars and could disrupt the neutrality of ASN.

"The Ombudsman as an external supervisor has warned, who guarantees?" he said.

Previously, the Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Abdullah Azwar Anas said that the selection of Candidates for State Civil Apparatus (CASN) in 2024 could not be postponed because it was already scheduled in accordance with Law Number 20 of 2023 concerning ASN.

Based on the law, according to him, the entire CASN selection process in 2024 must be completed no later than December 2024. According to him, the decision has also been mutually agreed with Commission II of the DPR.

"From the regulatory point of view, it is impossible to postpone this," said Anas.

According to him, the political process that occurs will not affect the CASN selection. The CASN selection process highly upholds the value of transparency and accountability.

The reason is, the selection process is carried out strictly because every participant who participates in the selection will take two facial scanners.

Then, the value of the participants who carried out the test in the selection will be directly displayed in a system that can be seen by everyone. So he also guaranteed that no one could entrust the participants to be passed by the CASN selection.

In addition, Anas also ensured that regional head candidates who would later campaign for the 2024 Regional Head Election (Pilkada) could not sell promises regarding the appointment of ASN.

He said that currently regional heads do not have the authority to appoint non-ASN workers to become ASN based on law, except for workers who die or resign.

"Indeed, in the past, maybe in the regions for the appointment of ASN personnel, sometimes they were promised, but now there is no longer allowed to be an appointment of non-ASN personnel," said Anas during a press conference at the Ministry of Communication and Information (Kemenkominfo) Building.

According to him, President Joko Widodo has also agreed that the number of formations for ASN candidates in 2024 is 2.3 million. And according to him, the non-ASN employment data that will be completed must also be entered into the State Civil Service Agency (BKN) data.

That way, it is impossible for new data to be entered from the regions. Because according to him, the number of ASN formation needs of 2.3 million has been locked when announced by the President in January.

Non-ASN workers who can be completed to become ASN through this selection are those who have been included in the BKN data.

"There is no gap in my opinion, because all people can register, and the public can control who is accepted and they can immediately know the results of the selection," he said.

The Ministry of PANRB has set a formation for the recruitment of CASN 2024 as many as 1.28 million formations consisting of 75 ministries and institutions as many as 427,850 formations, and 524 local governments as many as 862,174 formations.

The number of 1.28 million formations to meet the needs of ASN nationally is 2.3 million people in stages.
