DPRD Protests 5 Percent Allocation Of APBD For Urban Villages In Jakarta, DKI Provincial Government Waits For Ministry Of Home Affairs Explanation

JAKARTA - Assistant to the Government of the Regional Secretariat of DKI Jakarta Province, Sigit Wijatmoko, admitted that he did not know in detail the mechanism for the allocation of 5 percent of the regional revenue and expenditure budget (APBD) for urban villages in Jakarta. This is in response to criticism from the Chairman of the DKI Jakarta DPRD, Prasetyo Edi Marsudi, who opposed the regulation.

The 5 percent provision for regional budgets for sub-districts is regulated in the Law on Special Regions of Jakarta (UU DKJ) issued in line with the transfer of IKN.

Sigit said that the DKI Provincial Government is still waiting for the socialization of the DKJ Law, including the implementation of the 5 percent budget allocation from the Ministry of Home Affairs (Kemendagri). The socialization will be carried out in May.

"The Ministry of Home Affairs has carried out harmonization for its legislation and it is planned that in early May 2024 there will be socialization regarding this matter. Well, yesterday we also proposed that the leadership and members of the DPRD participate in the socialization by the Ministry of Home Affairs," Sigit told reporters, Friday, April 26.

The explanation from the Ministry of Home Affairs regarding the rules to be implemented, continued Sigit, is indeed needed by the DKI Provincial Government to explore before making more technical derivative rules, namely regional regulations (perda).

"This is what we will ask for because the PIC is the Ministry of Home Affairs. So that we don't misinterpret and interpret, we ask for socialization," said Sigit.

"This includes the mandatory expenditure for urban villages. Even though the expenditure items have been submitted, we are trying to juxtapose what has been managed through the village DPA (budget implementation list) today to the total mandated in the DKJ Bill," he added.

Previously, the chairman of the DKI Jakarta DPRD, Prasetyo Edi Marsudi, criticized the budget allocation rules of 5 percent of the APBD for urban villages in Jakarta. The problem is that Prasetyo, the DKI Jakarta DPRD, has never been spoken to by the DPR RI regarding the regulation during the preparation of the DKJ Law.

"DKJ, we as DKI DPRD have never been invited by the DPR in discussions with the Ministry of Home Affairs. Right, there are proposals from us as well," said Prasetyo.

Prasetyo assessed that the rules regarding the allocation of 5 percent of regional budgets in Jakarta for urban villages seemed to only duplicate the village fund program.

In fact, according to the chairman of the PDIP faction of the DKI Jakarta DPRD, Jakarta, which is projected to be a global city after the transfer of IKN, cannot be equated with other regions.

"Jakarta, if I look at it, is not like other areas. Because for example, between Central Jakarta and the south, the distance is indeed close. What is the mechanism for accountability later, what will be given 5 percent of PAD?" said Prasetyo.

The 5 percent budget from the Jakarta APBD, continued Prasetyo, is also not a small number. He is worried about the mechanism for using a budget that has the potential to be misused.

"Don't take these lurah-lurah hostages, lah. Later he made a mistake, was arrested. How do we prevent something like corruption from happening? That's all," he said.
