Minister Of Home Affairs Hopes Village Law Becomes A Breakthrough In Increasing Village Government Performance
JAKARTA - Minister of Home Affairs Tito Karnavian hopes that the ratification of the second amendment to the Law on Villages will be a breakthrough in improving the performance of village governments.
This was conveyed by Tito at the DPR RI Plenary Meeting regarding level II discussions on the Draft Law (RUU) on Villages into laws at the DPR building, Thursday, March 28.
The meeting, which was chaired directly by the Speaker of the House of Representatives, Puan Maharani, resulted in a decision in the form of ratification of the Bill on the Second Amendment to Law Number 6 of 2014 concerning Villages into Law.
"The goal is none other than better government, community development, community empowerment, and village development, so that villages will become a strength or center for development, not just oriented to urban or urban areas," Tito said as quoted by ANTARA, Thursday, March 28.
According to him, the process of discussing this bill takes place relatively quickly while still following all procedures and stages in accordance with the provisions of the legislation.
Previously, this bill had passed approval at the Level I Discussion in a meeting of the Legislation Body (Baleg) of the DPR and the Ministry of Home Affairs (Kemendagri) in February. He appreciated the performance of the DPR RI in accommodating the aspirations of village governments and rural communities.
"Openness and accommodating the aspirations of the village government and the village community, taking initiatives or initiatives from the DPR RI which are equipped with a systematic academic paper and a draft bill containing clear substance, this makes it easier for the government to prepare and respond with a list of problem inventory," he explained.

There are several important points in the amendments to the two Village Laws, including the provision of conservation funds and/or rehabilitation funds for villages.
Then the provision of full-time allowances for duty once at the end of the term of office of the village head, Village Consultative Body (BPD), and village officials according to village financial capacity.
Another point is regarding the requirements for the number of village head candidates in the village head election. The next point is regarding the term of office of the village head to 8 years and can be chosen for a maximum of 2 terms of office.
The regulation also regulates village sources of income, provisions for transition, as well as monitoring and reviewing the law.
After the regulations are passed, the government will conduct socialization to all stakeholders at the central and regional levels. In addition, the government will also draft implementation regulations according to the mandate of the law.
