DKI Jakarta ASN Highest THR Recipients In Indonesia

JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian said the state civil apparatus (ASN) or civil servants (PNS) in DKI Jakarta received the highest holiday allowance (THR) when compared to other regions.

This is because the province has adequate fiscal resilience, one of which is driven by strong regional revenue (PAD).

"We estimate that the largest THR is in DKI, because the standard is high and they have a fairly strong fiscal capacity. So, dependence on the center is only about 20 percent," Tito said at a press conference in Jakarta, Friday, March 15, which was confiscated by Antara.

With this capability, he said DKI Jakarta has the readiness to budget for THR and 13th salary. Moreover, the salary component is sent through the General Allocation Fund (DAU), while the DKI Provincial Government only needs to calculate additional employee income allowances (TPP) and other allowances.

In addition to Jakarta, the area that also shows sufficient fiscal resilience is Banten. Meanwhile, districts/cities in the eastern region are said to be quite dependent on the budget from the central government.

"Regencies/cities, especially those for expansion, rely a lot on DAU and profit-sharing funds (DBH)," said Tito.

The government has prepared a budget of IDR 99.5 trillion for THR and the 13th salary of ASN for the 2024 fiscal year, consisting of IDR 48.7 trillion for THR, and IDR 50.8 trillion for the 13th salary.

This amount increased from last year's nominal of IDR 77.6 trillion, with the amount of THR disbursement and the 13th salary of IDR 38.8 trillion each.

In addition to the difference in performance allowances, the THR budget increase and the 13th salary were also driven by adjustments to the amount of ASN salaries, with ASN salaries increasing by 8 percent and retired 12 percent.

On the same occasion, Minister of Finance (Menkeu) Sri Mulyani said that the THR and the 13th salary for the 2024 fiscal year are not subject to deductions or fees, only subject to income tax (PPh) borne by the government.

"I hope that ASN can spend the THR and 13th salary on domestic products, so that they are truly useful. I hope this will really encourage and improve the economy through purchasing power from ASN, TNI, Polri, retirees," he said.
