ASN New Working Hour Rules Applicable During Ramadan, There Are Some Exceptions

JAKARTA Entering the holy month of Ramadan 1445 Hijri. The government has set working hours for state Civil Apparatus (ASN) as an effort to keep public services running. This is stated in Presidential Regulation no. 21/2023 concerning Work Days and Working Hours of Government Agencies and State Civil Apparatus Employees.

"In the past, we always issued circulars, but now it is no longer because the arrangement of ASN working hours during Ramadan is accommodated in Presidential Decree No. 21/2023," said Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Abdullah Azwar Anas in his official statement, Sunday, March 10.

The Presidential Regulation states that the working hours of government agencies and working hours of ASN employees in the month of Ramadan are 32 hours 30 minutes in 1 week and this does not include rest hours. To rest on Friday for 60 minutes and other than Friday for 30 minutes. In the month of Ramadan, the working hours of government agencies begin at 08.00 local time zones apply to government agencies at the central and regional levels.

For agencies that apply provisions other than 5 working days in 1 week, they must adjust to the provisions in this Presidential Regulation no later than 1 year from the time this Presidential Regulation is promulgated. The regulation also states that the number of working days and/or working hours can be changed if there is a Presidential policy regarding national holidays, national collective leave, and policies that are adjusted to the provisions of the legislation.

The provisions of the working day contained in this presidential regulation do not apply to TNI soldiers and ASN employees within the ministry who organize government affairs in the defense sector assigned to the TNI whose arrangements are set by the TNI Commander. Then this provision also does not apply to members of the POLRI and ASN employees within the POLRI whose arrangements are set by the National Police Chief, and ASN employees to representatives of the Republic of Indonesia abroad whose arrangements are made by the Minister of Foreign Affairs.

Meanwhile, working days and working hours for TNI soldiers and members of the National Police who work outside the structure, as well as employees on Indonesian representatives abroad, take part in working days and working hours that apply to assigned places.
