Former Director Of RSUDYA Charged With Corruption Rp1.7 Billion

BANDA ACEH - Former Director of the Yuliddin Away General Hospital (RSUDYA) Tapaktuan, South Aceh Regency, Faisal, was charged with committing a criminal act of corruption in the procurement of a hospital management information system that cost the state finances Rp1.7 billion.

The indictment was read out by the Public Prosecutor (JPU) Iqram Syah Putra at the Corruption Court at the Banda Aceh District Court in Banda Aceh, Wednesday, January 24.

In addition to the defendant Faisal, the Public Prosecutor also charged Rudi Yanto as Director of PT Klik Data Indonesia in the same case, but the files were separate. PT Klik Data Indonesia is a partner of RSUDYA in procuring a hospital management information system.

Public Prosecutor Iqram Syah Putra in his indictment charged defendant Faisal with subsidity, namely primary and subsidiary violating Law Number 31 of 1999 which was changed to Law Number 20 of 2001 concerning the eradication of criminal acts of corruption.

The defendant Faisal served as Director of the Regional Public Service Agency (BLUD) RSUYA Tapaktuan based on the decision letter of the South Aceh Regent for the 2015 to 2019 term of office.

The prosecutor said that the defendant's corruption crime began when he received a proposal from PT Klik Data Indonesia in 2017. Proposals related to the procurement of a hospital management information system.

"Defendant Faisal as the hospital director approved the cooperation proposal with financing to be paid RSUDYA of Rp. 85 million per month. The period of cooperation is five years," said the public prosecutor.

According to the prosecutor, the defendant did not form an auction committee, never announced the procurement of a hospital management information system and appointed a procurement technical officer.

As a result of the absence of technical procurement officials, no party has set a temporary estimate price. Based on the results of the evaluation after several years of cooperation, it was found that the information system procurement figure was Rp. 1.9 billion.

"Meanwhile, the total payment issued by RSUDYA for the procurement of home management information systems from 2018 to early 2023 reached Rp3.6 billion, resulting in an overpayment of Rp1.7 billion," said the prosecutor.

On this charge, the defendant's legal advisory team Faisal stated that he would file an exception or memorandum of objection to the indictment of the public prosecutor.

At the trial, the defendant Faisal's legal advisory team applied for a suspension of detention or detention transfer. This is because the defendant Faisal is a specialist in anesthesia or an anesthetic whose expertise is needed at the hospital where he works.

"Since the defendant was detained in October 2023, there have been no more anesthesia doctors at the hospital where the defendant works. And this is certainly detrimental to people who need health services," said Hermanto, the defendant's legal adviser.
