Sri Mulyani Reveals Until December 21, Realization Of State Expenditures Reaches IDR 2,769 Trillion

Minister of Finance Sri Mulyani Indrawati reported nationally, until December 21, 2023, the realization of State Expenditures was recorded at IDR 2,769.6 trillion or 88.3 percent of the APBN ceiling of IDR 3,061.2 trillion.

"The realization consists of central government spending of Rp1,998.2 trillion and Transfers to Regions of Rp771.4 trillion. Thus, there is still a ceiling of Rp366.3 trillion or 11.7 percent of the total ceiling," he explained in his official statement some time ago.

Sri Mulyani conveyed that the realization of central government spending was, among other things, used to support the preparation stages in the implementation of the 2024 General Election (Pemilu).

Meanwhile, until December 2, 2023, the election budget has been realized at IDR 23.4 trillion or 77.0 percent of the ceiling of IDR 30.4 trillion.

Sri Mulyani made a working visit to monitor the smooth disbursement process of State Revenue and Expenditure Budget (APBN) at the end of the 2023 fiscal year at the State Treasury Service Office (KPPN) located in DKI Jakarta, including KPPN Jakarta I, KPPN Jakarta IV, and KPPN Jakarta VI.

It is known that the KPPN mentioned above is in charge of handling bill payments for strategic State Ministries/Institutions (K/L), including the State Secretariat, Ministry of Foreign Affairs, Ministry of Religion, Ministry of Transportation, and Ministry of Home Affairs.

In addition, there is also a Special KPPN for Loans and Grants that serves the distribution of financing for budget burdens sourced from Loans and Grants both from within the country and abroad.

In 2023, KPPN in the DKI Jakarta area will handle the Central Government Expenditure DIPA allocation of IDR 1,721.62 trillion or 78 percent of all Central Government Expenditures in the APBN.

Sri mulyani conveyed that the smooth process of disbursing the budget at the end of the year, especially at KPPN in the DKI Jakarta area, is a crucial thing considering that the portion of the budget paid in the last days of the 2023 fiscal year is still quite high.

"In December, the number of Payment Orders (SPM) processed by KPPN within DKI Jakarta is an average of 1,700 SPM with a peak of 4,300 SPM per day at one of the KPPN," he said.

Sri Mulyani conveyed that the realization of the budget through the General Election Commission (KPU) and the General Election Supervisory Body (Bawaslu), which is a working partner of the KPPN visited (KPPN Jakarta IV and KPPN Jakarta VI) reached Rp20.0 trillion.

Budget realization is used, among others, for the formation of the Ad hoc Board, determination of the number of seats and determination of electoral districts, updating of voter data and compiling of voter lists, election campaign period as well as management, procurement, reports, and logistics documentation.

In addition, election support is also carried out by 14 other K/L with the realization of a budget of IDR 3.4 trillion, which is used, among others, for election security, supervision of election implementation funds, and dissemination of information, socialization, and coverage related to elections.

"Continue to establish good cooperation and communication between KPPN and work units, so that the targets to be achieved in managing the budget at the end of this year can be realized. It should also be remembered to maintain good governance in implementing it," the Minister of Finance said.
