The Implementation Of Contactless Transactions On Toll Roads Is Considered Easy For The Community
JAKARTA - The Ministry of Public Works and Public Housing (PUPR) through the Directorate General of Highways revealed the purpose of implementing contactless toll transactions (Mlti Lane Free Flow/MLFF) to improve toll road services to the public.
"The main goal is done with MLFF technology, no more barriers, no more toll gates, people entering toll roads, or leaving toll roads, and also people being charged toll rates according to the distance they are taking," said Director General (Dirjen) Bina Marga Hedy Rahadian in Jakarta, quoted from Antara, Monday 18 December.
Hedy said the MLFF aims to reduce delays when on toll roads, and can reduce travel time so as to increase the competitiveness of the road network system, as well as to allow fair pricing concepts to be carried out, namely charging tariffs according to the roads taken by road users.
The implementation of MLFF requires some discipline, including discipline in terms of system use using the Global Positioning Satellite (GPS). Hedy explained that road users need to download one software and register, as well as deposits to be used.
Another discipline is that vehicle owners are valid vehicles, all vehicle numbers are valid and registered. So this concept really requires good cooperation from various stakeholders, because we need discipline that is much higher than the current concept, namely tapping or using barriers," he said.
The Directorate General of Highways is still conducting trials of the MLFF concept on the Bali toll road, Mandara. This section was chosen as the location for the initial transition period by considering the relatively low Daily Traffic (LHR) and is a separate section that is not connected to any segment, so as to reduce the risk of interruas systemic failure.
"Bali happens to be an island, which is relatively isolated with more limited vehicles, and there are also roads that are not too long. We want to make sure the system works, so that there we can reduce various uncertainties. So we do trials with a relatively well-conditioned environment, that's why we choose Bali, "said Hedy.
For the implementation of this MLFF, the Directorate General of Highways in collaboration with Business Entities or the implementation of its activities is carried out using the Government Cooperation with Business Entity (KPBU) scheme. This MLFF was initiated or initiated by a company from Hungary.

Hedy said that the way the MLFF system worked during the transition period was done with Hybrid. This transition period is carried out when the vehicle enters the toll gate, the Automatic Number Plate Recognition (ANPR) camera will read the vehicle number plate. If the number plate is registered in the application and has sufficient balance, then the bar/barrier will open. If the user's electronic money balance is not sufficient or the vehicle number plate is not registered, the bar/barrier will not be open. However, users can pay the toll road by tapping the card at the toll booth.
"If the MLFF is full of systems, and road users are not registered with their vehicle number or there is no deposit, then the vehicle cannot enter, and law enforcement is forced in the form of a fine," said Hedy.
He added that the MLFF system will be implemented on other toll roads in stages. After Bali Mandara, its implementation will be expanded to toll roads around DKI Jakarta and West Java. The determination of the expansion of the MLFF System on other toll roads will be determined later.
