Increase Compliance With Business Licensing, KKP Opens Shrimp Cultivation Consultation Outlet In Serang
JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) through the Directorate General of Aquaculture and the Directorate General of Marine and Marine Management opened a business licensing conference outlet for shrimp farming in Serang, Banten.
The outlet is one of the KKP's efforts to encourage compliance with business licensing and spur an increase in national shrimp production, as well as the creation of an investment climate in Indonesia.
"KKP picked up the ball by opening a special business licensing consulting outlet for shrimp pond cultivation businesses. We opened the first in Serang, precisely at the Technical Implementation Unit of the Directorate General of Aquaculture, the Center for Fish and Environmental Health Testing (BPKIL) Serang, Banten from July 20 to July 21, 2023 yesterday," said Director General of Aquaculture Tb Haeru Rahayu in his official statement, Monday, July 24.
Tebe said the business licensing consulting outlet was a quick response of the KKP in the implementation of Government Regulation (PP) Number 5 of 2021 concerning the Implementation of Risk-Based Business Licensing and Regulation of the Minister of Marine Affairs and Fisheries Number 10 of 2021 concerning Standards for Business and Product Activities in the Implementation of Risk-Based Business Licensing for the Marine and Fisheries Sector.
"The licensing consultation outlet aims to raise awareness of business actors regarding the importance of licensing in securing investment and business sustainability. By synergizing with the Directorate General of Marine and Marine Space Management, the Coordinating Ministry for Maritime Affairs and Investment and the Ministry of Investment/Investment Coordinating Board to oversee business actors in managing business licensing specifically for shrimp pond cultivation businesses," he said.
The business licensing consulting service outlet is an effort to help and make it easier for business actors to apply for special business licenses for shrimp pond cultivation businesses.
In addition, the Directorate General of Aquaculture through the Directorate of Production and Cultivation Business opens a Certification of Good Fish Cultivation Methods (CBIB). Meanwhile, the Directorate General of Marine and Marine Management opens a consultation service for the Issuance of Adjustment of Marine Spatial Utilization Activities (KKPRL) and services for sea water utilization activities other than energy (ALSE).
According to Tebe, the pick-up action by opening a special business licensing consulting outlet for shrimp farming businesses in Serang, Banten, is one of the steps taken by the KKP in encouraging the productivity of shrimp farming by business actors.
"And of course by escorting business actors who face difficulties in managing permits, it will continue to encourage high investment, absorb local workers, stimulate the surrounding economy and increase state revenues, and minimize the space for intermediary movement or brokers for licensing management," he said.

In accordance with PP 5 of 2021 concerning the implementation of risk-based business licensing, to initiate or carry out business activities, business actors are required to meet the basic requirements for business licensing and risk-based business licensing. The basic requirements for licensing consist of the suitability of space utilization activities, and environmental approval.
Small micro-scale cultivators have a low level of medium-sized business risk, therefore in fulfilling their business licenses in addition to NIB ownership, business actors are also required to submit an independent statement (self-declare) through the RBA OSS that their business activities are ready to apply the principles of good fishing cultivation.
Representative of shrimp farmers in the Banten area, Umar Buntaran expressed his appreciation and welcomed the initiation of the KKP which had responded quickly to licensing issues for shrimp farmers who were held at BPKIL Serang.
"Alhamdulillah, regarding licensing issues, the KKP has provided a clear explanation and information, so that all of us farmers understand and are clear that licensing is easy," he added.
