The Quality Of Leadership Of Regional Heads Becomes A Determinant Of Welfare

JAKARTA - The leadership quality of regional heads can determine the welfare of the community. Therefore, the measurement of the Regional Head Leadership Index (IKKD) initiated by the Domestic Policy Strategy Agency (BSKDN) of the Ministry of Home Affairs (Kemendagri) aims to oversee the leadership performance of regional heads.

Head of the Center for Political, Legal and Domestic Policy Strategy of the Ministry of Home Affairs' BSKDN, Akbar Ali, said that IKKD measurements were also carried out to ensure the availability of data and information that could be utilized by the central government and local governments to become a reference in policy making.

His party is still continuing to improve the variables and dimensions in the IKKD measurements by rearranging the weighting, therefore the IKKD Measurement Workshop is carried out in Jakarta (13/7) to perfect the variables from the IKKD measurements that are in line with the facts on the ground.

Thus, the proof of the leadership quality of regional heads does not only come from administrative documents, but the quality of his leadership is really felt by the community.

"Although the IKKD measurements are carried out every year, the best regional head determination and awarding the person concerned will only be carried out in 2025," he quoted Antara as saying.

This decision takes into account a fairly large sensitivity ahead of the 2024 General Election (Pemilu) and Regional Head Election (Pilkada).

In line with that, the Dean of the Faculty of Government Management of the Institute of Domestic Administration (IPDN) Halilul Khairi when he was a resource person for workshops said that data is one of the important keys to the success of IKKD measurements.

For this reason, according to him, the data used in the IKKD measurements must reflect the actual reality regarding the leadership of the measured regional head.

Khairi added that the use of invalid data could be a weakness in the results of the IKKD measurements.

In fact, the use of untested data can be fatal to the development of the area. He gave an example, based on written documents, an area experienced a decrease in the poverty rate to 4 percent.

However, this is different from the facts on the ground which state that the poverty rate still reaches 17 percent.

"Using the wrong data wrong, the conclusion is also wrong, for example the index data is the highest, but in fact it is not, this will interfere with the development of an area," he said.
