DPR Bantah Policy Expert Accused Of Being Closed And Full Of Secrets Discussing Health Law
JAKARTA - The Law (UU) on Health using the omnibus law method has been present. The DPR is considered to have worked hard because it prioritizes the discussion of the Health Law, including by accommodating awards from various circles.
"In the midst of the pros and cons related to the discussion of the Health Law, since it has only been a pre-design, the DPR and the Government have really initiated it. The DPR has worked hard and we have been invited to talk and discuss several times," said Health Policy Expert, Dr. Hermawan Saputra, Thursday, July 13.
Dr. Hermawan assessed that the completion of the discussion of the Health Law in a timely manner would accelerate the process of transforming health services that the public had been waiting for. By passing the bill into law, it is considered as a form of DPR's contribution in realizing the transformation of health services in Indonesia.
The DPR is considered not to ignore public participation. Moreover, said Dr Hermawan, because the Working Committee (Panja) of the DPR Health Bill actively invites Professional Organization (OP) devices in the health sector to have an audience.
Some consider it as if it is closed, as if it is kept secret and seem to pull out various aspirations. Even though the parties who play quite a role, especially from members of the DPR who are members of the Panja for the Health Bill, they work quite hard and continue to absorb aspirations," he said.
Dr. Hermawan is also of the view that the Health Law will fix the national health system regulation system that is currently overlapping. The Health Law is also considered to be a legal umbrella for the safety, comfort and welfare of health workers and medical personnel while carrying out their professions.
"In principle, the Health Bill, which has been ratified into this law, must be understood as a necessity and also harmonization of policies in the health sector itself," said Dr. Hermawan.
"The presence of this law is felt quite significantly because it is the points or guidelines of the previous policy," added the elected General Chairperson of the Indonesian Community Health Expert Association (IAKMI).
Dr added. Hermawan, the ratification of the Health Law is correct because it can answer public doubts about health services. He said, now is the time for the health system in Indonesia to be improved because there is a comprehensive legal umbrella.
"It's just how the government and also through partnerships with the DPR to convey philosophical arguments from various substances of this law. Because in fact this bill is natural to be raised to become a law," said Dr. Hermawan.
This epidemiologist also encouraged the Government and relevant stakeholders to provide education and socialization regarding the Health Law to the public. Dr. Hermawan also emphasized the importance of understanding in detail given to health workers and medical personnel under the legal umbrella of the Health Law.

"Give understanding and clarity to the public, and explain how the paradigm of health development through this law is. Starting from environmental transitions, technological transitions, as well as health resources themselves so that our perspective and approach to health management and care is completely different," he explained.
"Of course, it includes explaining the rights of health workers and medical personnel who are protected through the Health Law which is an initiative of the DPR," continued Dr. Hermawan.
The duties of the DPR are also considered not only to stop at the ratification of the Health Law. Dr. Hermawan said it was appropriate for the DPR to oversee government policies supported by the Health Law as a regulation for the transformation of domestic health.
"The DPR needs to oversee and supervise Indonesia's health transformation which will be effective after the Omnibus Law," explained the Jakarta Public Health Sciences Teacher Uhamka.
