Dishub Calls Jakarta Working Hour Settings For Private Employees Only An Appeal
Head of the DKI Jakarta Transportation Agency, Syafrin Liputo, emphasized that the discourse on regulating working hours in Jakarta to private office employees will be limited to appeals.
This was decided from a focus group discussion (FGD) study some time ago. According to the opinion of employers' representatives and office building managers, the distribution of working hours at 08.00 WIB and 10.00 WIB adds to their operational burden.
"They (private) are advised to arrange working hours, work time independently. Yes, it is an appeal," said Syafrin at the City Hall of DKI Jakarta, Monday, July 10.
Syafrin said that the trial of regulating working hours in the capital city will still be carried out. However, this trial is only applied to employees within the DKI Jakarta Provincial Government.
In the future, the DKI Jakarta Transportation Agency will coordinate with the DKI Jakarta Regional Personnel Agency (BKD) regarding the formulation of the distribution of working hours to civil servants and non-PNS of the DKI Provincial Government.
"Indeed, from the results of the FGD, a kind of trial is needed for the implementation of working hours arrangements. Therefore, what will be done is in the DKI Jakarta Provincial Government," said Syafrin.
"In the initial stage, we are coordinating with the Head of BKD for the arrangement. So, first look at the legal aspects. Then, the arrangements so that the whole will be in accordance with the minimum work time set for 1 week," he continued.
Syafrin claims that the obligation to distribute hours of work to DKI Provincial Government employees who will later be tested is still effective in reducing the number of congestion in Jakarta.
"The provincial government's workers are quite large. For civil servants around 70 thousand, we are around 120,000 non-civil servants. This means quite large. Once we make arrangements, there will be an impact automatically and this is what we will measure," said Syafrin.

The regulation of working hours is based on the government's efforts to unravel congestion. Previously, this FGD was carried out in early November 2022. At that time, the DKI Jakarta Transportation Agency accommodated input made by a number of parties.
In the first FGD previously, one of the concerns was the need for regulations that regulate the implementation of the distribution of working hours for employees in Jakarta.
Because, it was revealed that the division of working hours for company employees did not have a legal basis. Law Number 22 of 2009 concerning Road Traffic and Transportation (UU LLAJ) does not regulate efforts to reduce congestion by determining working hours.
As a result, at that time the DKI Transportation Agency made arrangements for working hours for private office employees in Jakarta limited to appeals and not obligations.
Meanwhile, at the central government office located in Jakarta, working hours arrangements can be carried out flexibly by issuing new regulations by the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB).
For employees of the DKI Provincial Government's office, another opportunity is that working hours can be implemented, namely with regional head regulations such as governor regulations (pergub) or governor's decisions (kepgub).
