Jakpro Rejects Allegation Of Conspiracy In Tender For Revitalization Of Taman Ismail Marzuki In Anies Baswedan's Era
JAKARTA - PT Jakarta Propertindo (Jakpro) has opened its voice over allegations of collusion or conspiracy to procure tenders in the revitalization development of Taman Ismail Marzuki (TIM) which they manage.
The alleged collusion of TIM's revitalization which was in process during the Anies Baswedan era as Governor of DKI was previously revealed by the Indonesian Commission for the Supervision of Business Competition (KPPU).
VP Corporate Secretary of PT Jakpro Syahrial Syarif views the alleged collusion of TIM's revitalization which was included in the KPPU trial case as premature.
He denied that this company owned by the DKI Provincial Government conspired in the procurement of the TIM revitalization project simply because there had been a cancellation of the auction.
"Jakpro considers that the KPPU's accusations are premature. The decision to cancel the tender and repeat the new tender process was solely to follow regulations and apply the principles of prudence and GCG (good corporate governance) in accordance with company guidelines," said Syachrial in his statement, Friday, February 3.
Syachrial claims, Jakpro has procedures in every procurement of goods and/or services as well as human resources (HR) who have the ability and experience in handling large projects.
Even so, Syachrial admitted that his party would remain cooperative in carrying out the legal process filed by the KPPU and continue to respect the KPPU as the party with the authority to supervise and examine allegations of monopolistic practices and/or business competition in Indonesia.
Previously, Jakpro attended the first trial at KPPU on January 24 last month. Furthermore, Jakpro will also attend the second follow-up trial at KPPU on February 6.
"Jakpro will present arguments and facts in court stating that there are indications of violations of the laws and regulations that apply to the previous process, so that if it is continued it will have legal consequences," explained Syachrial.

On KPPU RI's Instagram account, it was stated that this alleged collusion was included in the KPPU's report and is now at the Preliminary Examination stage by the Commission Council.
"While the revitalization was still ongoing, KPPU received reports of alleged conspiracy or collusion in the procurement of stage 3 revitalization," wrote the kppu_ri Instagram account.
There were 3 parties who were reported in this case, namely the tender executor, PT Jakarta Propertindo (reported I), PT Pembangunan Perumahan Tbk (reported II), and PT Jaya Construction Manggala Pratama Tbk (reported III).
KPPU explained the chronology of the alleged conspiracy that occurred during the stage 3 revitalization procurement, carried out by the procurement team on April 21, 2021. Tender evaluation was carried out through scoring with an assessment of two types of documents, namely administrative and technical, as well as price.
There were 5 participants who submitted bidding documents, namely PT Waskita Karya, KSO PP-JAKON, PT Wijaya Karya Gedung Gedung, PT Adhi Karya, and PT Hutama Karya.
"From the evaluation results, PT Wijaya Karya Gedung Gedung Tbk, PT Adhi Karya Tbk, and KSO PP-JAKON are ranked 1st to 3rd in the tender," explained KPPU.
The results of the tender were submitted to the Director of Human Resources and General Affairs of Jakpro. However, on June 21, 2021, the person concerned did not agree to the results of the tender and asked to re-tender.
Then in the second tender, 4 participants submitted bidding documents, namely KSO PT Waskita Karya-PT MSP, PT Adhi Karya, KSO PP-JAKON, and PT Wijaya Karya Gedung Gedung. From the evaluation results, KSO PP-JAKON and PT Wijaya Karya Gedung Gedung were ranked first and second in the tender.
"The results of the tender were then conveyed by the Director of Human Resources and General Reported Party I (Jakpro), and on August 16 2021 the PP-JAKON KSO was determined as the winner of the tender," he explained.
From this condition, investigators at the KPPU's prosecution considered that it was suspected that there had been an attempt to conspire or collusion by Jakpro by canceling the first tender on June 21, 2021.
