Polri Opens Opportunities For Continued Reconstruction, Investigations Not Completed

JAKARTA - Bareskrim Polri has reconstructed the case for the attack of six special laskar for Rizieq Shihab's guard on the Jakarta-Cikampek KM 50 toll road. However, it is possible that reconstruction will be carried out when new facts or clues are found.

Kabareskrim Polri, Komjen Listyo Sigit Prabowo, said the reconstruction which was carried out on Monday, December 14 in the early hours of the morning, was not the end of the investigation. Although, a series of incidents of resistance from the paramilitary troops to the official action has been drawn.

"If there are new findings related to additional information on witnesses and other evidence, of course there is a possibility that it could be continued with a further reconstruction process," Listyo told reporters, Tuesday, December 15.

Besides that, every investigation process, said Listyo, will still be carried out in a transparent and professional manner. This is proven by involving external parties such as Komnas HAM, Amnesty International, Kontras, and Kompolnas as supervisors in the reconstruction.

In fact, the Police have also formed a special team from the Propam Division as an internal monitoring team. So, if later there are violations of the SOP from the members involved in this case, they will immediately be prosecuted.

"Even though those who only come from Kompolnas, we still respect independence," he said.

In the near future, investigators also plan to investigate Jasa Marga. This examination is to explore the CCTV cameras installed along the scene.

In addition, this examination was to obtain clues and information regarding the chronology of the attack on the six special laskar Rizieq Shihab's bodyguard.

"Yes, including that (CCTV was damaged). So it will be investigated," said the Director of General Crimes at the National Police Criminal Investigation Unit, Brigadier General Andi Rian.

The plan, said Andi, is that investigators will schedule this week. However, it is not certain who will be asked for information from Jasa Marga.

"If possible, Thursday, Thursday. (The party being examined) It depends on the availability," he said.

The investigation process carried out by the Police has inevitably resulted in polemic. This is because there are broad differences between the National Police and the Islamic Defenders Front (FPI). Especially about the victim behind the case.

However, Kabareskrim, Komjen Listyo Sigit Prabowo, said that the investigation he carried out was related to the alleged attack on the six special laskar Rizieq Shihab's guard against officers. This investigation is based on a police report (LP).

"The process we are currently handling is related to reports of attacks on officers," Listyo said.

However, Listyo said that in the investigation process, his party also investigated the alleged shooting of the six members of the special army. This is done to accommodate parties who feel aggrieved in the series of cases.

"However, of course we will establish in a position where when there is other input, we will otherwise accommodate," he said.

However, about the results of the investigation, Listyo was reluctant to elaborate. The reason is, everything is still being worked on so that the results can be accounted for.

"So we are leaving it to our investigators to continue until then the final results of our investigation can be truly accounted for," he said.

Regardless of the results of the reconstruction, the National Police has so far pursued the whereabouts of four other members of the laskar who had been involved in the attacks. This is because based on the results of the reconstruction they also intercepted the police car.

"Regarding their role, the four people at the time of the incident were in an Avanza car, which at the time of the incident helped to block the car of the officer and even hit the officer 's car," said Head of Public Relations Division of the National Police, Kombes Ahmad Ramadhan.

Ahmad said that the four members of the army, who had not been caught, acted as deterrents and collectors of police cars. Before the shooting took place, they tried to block the police car by crashing it. However, after doing so they immediately fled.

The action was carried out by them when they were in front of the Novotel Hotel Karawang. This location is the scene of the first incident during the Reconstruction that was held by the police.

"Regarding their role, the four people at the time of the incident were in an Avanza car which at the time of the incident helped to block the car of the officer and even hit the car during the reconstruction," said Ahmad.

"Hit on the right front. After crashing and then running away, that's his role. That was the crime scene in front of the Novotel Karawang hotel last night," he said.

The National Police previously held the reconstruction of the shooting case for the six laskar especially Rizieq Shihab's guard, which took place on the Jakarta-Cikampek KM 50 toll road. In this activity, 58 scenes were modeled showing from the start of the incident until the soldiers were given firm action by the police.

In the reconstruction that was held on Monday, December 14 in the morning, it was carried out at a different location. This is done to describe the real incident.

At the first location, precisely on Jalan International Karawang Barat, in front of the Novotel Hotel, at least nine scenes were exhibited. This scene reconstruction depicts the beginning of the clash between the police and Rizieq Shihab's special laskar.

At first, several police officers in a silver Toyota Avanza were blocked by two army cars, namely a silver Avanza and a gray Chevrolet Spin.

Then, one of the cars carrying the army crashed into a police car. Furthermore, the car immediately stepped on the gas to escape.

Furthermore, another paramilitary car, the Chevrolet Spin, immediately blocked a police car. Four members of the army immediately got out of the car.

Those carrying sharp weapons then attacked the officer's car. Several times the four members of the laskar hit their guns at the police car.

With this warning shot, the four members of the army who had previously carried out the attack decided to return to their car. But the two laskar who were previously only in the car got out and shot the police car three times.

So, the police returned the shots. But the two soldiers immediately got back into the chevrolet. Then they fled.

Continuing to the second location, namely, on the Badami Bridge, at least four scenes were demonstrated.

In this part of the reconstruction, it shows the Chevrolet Spin carrying 6 members of the army, being overtaken by an officer car from the left side.

Here a laskar is said to have shot at the police. The shooting was carried out by opening the glass and pointing a gun at one of the officers in the car.

"When we were together because Officer C saw the perpetrator (Laskar) shoot one, Officer C returned the shots at the perpetrator," said the officer.

Then, two police officers, officers C and A who were seated in the middle seat, fired back fire. The gunfire stopped when the police car slowed down.

The shooting occurred again when the police car began to approach the car of the soldiers from the right side. Officer B at that time shot the Chevrolet car driven by the soldiers.

"Then the perpetrator's Chevrolet car opened the glass and pointed a gun at the officer. Officers B and C fired at the perpetrator," said the officer.

The shooting at each other and the chasing that occurred again stopped, because the officer's car was blocked by a passing truck and left far from the cars of the soldiers.

The scene continues to the third location, namely the Rest Area KM 50 Tol Jakarta-Cikampek. The car driven by the army initially entered the rest area. But it is not known what their purpose there is.

It's just that, when they were about to get out their car was blocked by another car. So, the officers succeeded in chasing the laskar.

At that time, the police surrounded Laskar's car. They asked four members of the army to get out of the car and get down. Meanwhile, two other members of the laskar were injured by gunfire.

Then, the officers searched the car. As a result, firearms, sickles, wooden sticks and catapults were found. So, the four laskar and the butki goods were put into the officer's car.

Director of General Crimes (Dirtipidum) Bareskrim Polri Brig. Gen. Andi Rian said the two laskar were shot when officers fired back at the previous location.

"Once successfully blocked (intercepted), it was found that two of the perpetrators were injured," said Brigadier General Andi.

The two wounded soldiers were then taken by the officers' avanza car. Meanwhile, 4 other Laskar, taken in a Daihatsu Xenia car belonging to another officer, arrived at the rest area to help the officers.

The last location in the reconstruction is the Jakarta-Cikampek KM 51 + 200 toll road. From the re-enactment of the scene, it was found that four special FPI troops who were taken using Daihatsu Xenia were shot by the police because they were said to have tried to seize the officers' weapons.

"I try to explain that TKP 4 is a continuation of what happened at TKP 3 (rest area km 50). The scene at TKP 3, four perpetrators who were still alive were secured into a car with the aim of being taken by investigators to Polda Metro Jaya," said Brig. Andi.

Andi said the four members of the laskar were assigned different positions. Three at the back and one in the middle. But they weren't all handcuffed.

With that condition, the paramilitary troops fought back. They tried to grab the officer's weapon. So that finally ended with a decision to take decisive action.

"There was an attempt to seize a member's weapon from the perpetrator in the car. So that the four perpetrators in the car experienced decisive and measured action from the existing members. After the incident was apparently in a wounded condition, he was immediately taken to the Kramat Jati Hospital, Police," he said.
