Bekasi DPRD Based On The Raperda Of Waste, Including The Contribution Added To Companies And Settlements

BEKASI - The Bekasi Regency DPRD discussed regulations related to waste management as outlined in the Draft Regional Regulations or the Raperda for Waste Management.

"The academic script from the relevant regional apparatus has been submitted, we will discuss and follow up," said Chairman of Commission III of the Bekasi Regency DPRD Helmi in Cikarang, Bekasi Regency, West Java, quoted from Antara, Thursday, September 29.

He explained that there were a number of focuses on discussing waste management in his area. The first relates to efforts to increase Regional Original Revenue (PAD) from this sector.

Efforts to increase PAD are carried out through a retribution setting scheme which so far is considered minimal when compared to regional expenditures to manage waste. This arrangement will later be included in local regulations.

"This regional waste regulation aims to increase retribution. So far, waste levies are only Rp. 4.3 billion, while the APBD used for the problem is almost Rp. 90 billion," he said.

In this regional regulation, it will contain the classification of the amount of retribution that is charged to companies, housing, and settlements so that local governments have legal force when withdrawing levies.

"We make regulations in each company, housing, and settlement. So that levies can be reorganized with Bapenda. We want there to be an increase in waste levies three or five times. So as not to compete between costs incurred through the APBD for waste matters with retribution generated from waste," he said.

The next focus is on the plan to expand the area of the local government's Final Disposal Site (TPA) located in Burangkeng Village, Setu District.

Helmi stated that before the discussion of this draft was ratified into a regional regulation, the expansion of the Burangkeng TPA absolutely needed to be carried out. It is also preparing a land acquisition budget for the expansion in question.

"Based on the Burangkeng zoning, there are 38 hectares. In this revised budget there is land acquisition of about 1.3 hectares. So before we ratify the regional regulation, we also need to prepare adequate land as well," he added.

His party also discussed the alternative option for community waste disposal locations by preparing a Temporary Disposal Site (TPS). In this regard, the local government has prepared land at a number of points in the northern area of Bekasi Regency.

"The goal is that the garbage transported from the northern area of Bekasi Regency can be immediately disposed of or collected at the TPS," he said.

The Bekasi Regency Government has prepared three TPS locations in Cibitung, Babelan, and Kedungwaringin sub-districts, respectively, to overcome the piles of Burangkeng TPA waste due to excess capacity.

"The construction of these three TPS is due to the cooperation between the local government and the Indonesian Ministry of Environment and Forestry," said Acting Head of the Bekasi Regency Environment Agency Rahmat Atong.
