Admits PJLP Case Of Rape ABG Out Of Control, Thousand Islands LH Sub-Department: Night Event
JAKARTA - The Head of the Thousand Islands Environment Sub-department, Sujanto Budiroso, admitted that the case of rape by a former employee of another service provider individual (PJLP) of the Thousand Islands Environment Agency with a teenage girl victim was outside the supervision of his agency.
He conveyed this in a working meeting of the Commission D of the DKI Jakarta DPRD which summoned the ranks of the DKI Jakarta Environment Agency and the Thousand Islands Environment Agency to discuss the rape case.
Sujanto stated that the recruited PJLP had emphasized a number of provisions, one of which was a ban on immoral acts. It's just that the ranks of the DKI Provincial Government did not supervise when the rape case occurred.
"According to the governor's regulation, it is explained not to commit immoral acts. This is what we convey to be obeyed. But we apologize because the perpetrators (actions) are beyond our control," said Sujanto at the DKI Jakarta DPRD Building, Tuesday, July 26.
Sujanto admitted that there was indeed a PJLP supervisory coordinator at the LH Service who was tasked with monitoring the work of his officers. However, this supervision is only carried out during working hours. Meanwhile, the depraved act of the perpetrator with the initials JP (22) was carried out at around 01.00 WIB.
"Regarding the handling of waste, this monitoring is still being carried out. But I'm sorry, this incident was outside of actual working hours, at night," said Sujanto.
As is known, JP (22) and his partner who is a crew member (ABK) with the initials SS (30) were named suspects in the case of raping minors.
The two suspects carried out their actions on the 2nd floor of the Makmur Jaya II Ekspress ship docked at Kali Adem Pier, Muara Angke, North Jakarta, Wednesday, July 13.
The rape case started when the victim was in the vicinity of the port in the Penjaringan area. Seeing the whereabouts of the victim, the two perpetrators immediately approached him and invited him to chat.
Persuaded by the words of the two perpetrators, the victim finally complied when he was invited to board the ship so that finally the coercion occurred. After the incident, the victim immediately went home and reported to her parents. The victim's parents immediately reported to the Sunda Kelapa Police.
The two perpetrators were arrested and taken to the Tanjung Priok Port Police Headquarters on July 15 and named suspects on July 16. They were charged with Article 76 paragraph 1 of Law No. 35 of 2014 concerning the protection of children with the threat of 15 years in prison.
Now, the two perpetrators have been arrested. The Thousand Islands LH Sub-Department has also dismissed JP as PJLP in charge of handling waste on the coast of Jakarta Bay as of July 22.
