MATARAM - The Government of Central Lombok Regency, West Nusa Tenggara Province (NTB) stated that it had prepared a joint concept with the Personnel, Education and Training Agency (BKPP) related to the discourse on the elimination of honorary employees or non-State Civil Apparatus (ASN) in 2023 according to central directions.
"According to directions from the Ministry of Administrative Reform and Bureaucratic Reform (MenPAN-RB) we have begun to prepare steps related to the elimination of honorary workers," said Central Lombok Regional Secretary, Lalu Firman Wijaya in Praya, Antara, Monday, June 6.
Regarding the concept or steps that will be taken by the regional government, his party has not been able to convey in detail, because it is still just starting to be prepared. In the SE Number: B/185/M.SM.02.03/2022 dated May 31, it asks the civil service officials (PPK) to remove honorariums according to government regulations.
Where the implementation of these provisions is effective from November 28, 2023, there are only two types of employment status, namely PNS and PPPK. "There are PPK and ASN, according to the contents of the letter," he said.
The steps that must be taken by local governments in accordance with the direction of the central government are mapping non-ASN employees within their respective agencies and those who meet the requirements can be included or given the opportunity to take part in the selection of CPNS and PPPK.
Eliminating types of employment other than PNS and PPPK within their respective agencies and not recruiting non-ASN employees.
If the government agency requires other personnel such as drivers, cleaning staff, and security units, it can be done through outsourcing by a third party and the status of the outsourcing staff is not an honorary employee at the agency concerned.
"We have done this for outsourcing for cleaning and security officers," he said.
In addition, formulating strategic steps for the settlement of non-ASN employees who do not meet the requirements and do not pass the CPNS or PPPK selection in accordance with the provisions of the legislation before the deadline of November 28, 2023.
"We will see what the regional conditions will be like, that must be discussed with the relevant parties," he said.
Personnel development officials who do not heed the mandate and continue to appoint non-ASN employees will be given sanctions based on the provisions of the laws and regulations and may become part of the object of audit findings for internal and external government employees.
