The Corruption Eradication Commission And The State Ministry Of State Affairs Ordered State Assets Of IDR 571.5 Trillion
JAKARTA - In coordination with the Ministry of State Secretariat (Kemensetneg), the Corruption Eradication Commission (KPK) will control and restore state property worth Rp.571.5 trillion. According to the Head of the Regional II Prevention Coordination Task Force (Satgas) KPK Asep Rahmat Suwandha, these items are managed by the Ministry of State Secretariat.
This asset, he said, has not been used optimally so that it does not contribute to state financial income. In the framework of this coordination, the KPK also held a joint meeting with the Ministry of State Affairs on Tuesday, September 15 yesterday.
"State-owned assets that concern us are Gelora Bung Karno (GBK), Kemayoran, and Taman Mini Indonesia Indah (TMII)," said Asep in a written statement, Wednesday, September 16.
"Therefore, the KPK will provide assistance to the Ministry of State Affairs in managing and utilizing assets to avoid state losses. Hopefully, this BMN arrangement will increase its contribution to state financial revenues," he added.
Regarding assets in the GBK area which consist of land, buildings or buildings, malls, and hotels, the KPK identified four problems. First, the determination of the land status of the PPK GBK which occurs double registration and the use of collective agreements.
Second, there are assets that are controlled by other parties without an agreement, resulting in the use of assets without an agreement and not paying royalties and building use rights (HGB) on land under management rights (HPL). "Then there are assets whose ownership process has not been completed. Fourth, commercial assets with contributions that need to be reviewed," explained Asep.
Meanwhile, regarding PPK Kemayoran assets, the KPK has obtained a summary of the legal problems that have arisen on the PPK Kemayoran land which is cooperated with partners.
Regarding TMII's assets, the KPK found that, based on Presidential Decree (Keppres) Number 51 of 1977 concerning Taman Mini Indonesia Indah, these assets are owned by the state managed by the Harapan Kita Foundation and there is already a text of handing over TMII from the Harapan Kita Foundation to the Central Government.
"Currently the control and management is still carried out by the Harapan Kita Foundation. In addition, the KPK received information that in 2017 a legal audit of TMII had been carried out by the Faculty of Law, Gadjah Mada University (UGM), with three management recommendation options, namely TMII to BLU, operating by other parties, or the Utilization Cooperation (KSP), "he said.
Furthermore, after the coordination meeting and finding the existing problems, the anti-graft agency will hold a separate meeting with the users of the state property.
Meanwhile, after the meeting, Secretary of the Ministry of State Secretariat Setya Utama welcomed the assistance of the KPK in the implementation of controlling the three assets managed by the Ministry of State Secretariat. Furthermore, he hopes that this anti-graft agency can provide assistance in the same efforts to other assets.

Because so far, the Ministry of State Affairs has always been constrained when collecting obligations from tenants due to conflicts with third parties or the private sector. In fact, the tenant's obligation to pay the contract has been determined from the start.
Setya said, as of September 15, the Ministry of State's assets consisted of the Public Service Agency (BLU) GBK Management Center Complex (PPK) worth IDR 347.8 trillion, BLU PPK Kemayoran worth IDR 143.4 trillion, TMII worth IDR 10.2 trillion, and the Granada Building. (Veteran) Semanggi worth IDR 2 trillion.
"Meanwhile, the Ministry of State Secretariat has not recorded Monas assets because it is in the certification process. According to BPN measurement, the area of Monas is 716,906 square meters, "he concluded.
