The Ministry Of Industry Supports The Development Of Red And White Vaccines And BUMN Vaccines

JAKARTA - The Ministry of Industry (Kemenperin) supports the development of the Red and White Vaccine and BUMN vaccines in order to build collaboration with stakeholders so that the industrial sector is able to continue to contribute in handling the COVID-19 pandemic.

"The Ministry of Industry continues to support the development of the Red and White Vaccine and BUMN vaccine which is currently being developed by the holding company in the pharmaceutical sector, namely PT Bio Farma along with other stakeholders," said Director General of Chemical, Pharmaceutical and Textile Industries at the Ministry of Industry Muhammad Khayam in a statement, quoted by Antara. , Friday 24 December.

Khayam conveyed this during a working visit with Commission VII of the Indonesian House of Representatives in the context of Recess for the Second Session of the 2021-2022 Session Year.

Khayam is optimistic that the development of vaccines by domestic pharmaceutical industry companies can be realized to create vaccine independence in the country, because PT Bio Farma has an excellent track record in the field of vaccines and is proven to be able to bring Indonesia to become one of the 132 vaccine supply countries in the world. .

According to him, Indonesia is a country in Southeast Asia that is recognized by WHO as a global vaccine supplier along with India, Belgium, France and South Korea.

"Of course, this cannot be separated from the vaccine products produced by PT Bio Farma which for more than 100 years have contributed to improving the quality of human life by vaccination," he said.

The development of the Red and White Vaccine was carried out by Bio Farma and the molecular biology research institute under the auspices of the Ministry of Research, Technology and Higher Education, Eijkman.

Both of them are developing vaccines based on recombinant protein, which is currently entering the seed vaccine optimization stage. Meanwhile, the BUMN vaccine is a collaboration between Bio Farma and Baylor College of Medicine whose development is currently entering the phase I clinical trial phase.

The Ministry of Industry, he said, continues to be committed to encouraging the pharmaceutical industry to support national health development through the development of the chemical and biological-based drug raw material industry, and encouraging the implementation of the Program for Increasing the Use of Domestic Products (P3DN) for import substitution.

"It is believed that import substitution efforts can help reduce Indonesia's trade balance deficit, especially in the pharmaceutical sector," said Khayam.

The Ministry of Industry also issued Regulation of the Minister of Industry Number 16 of 2020 concerning Provisions and Procedures for Calculation of Domestic Content Level Value (TKDN) for Pharmaceutical Products, so that the calculation of TKDN for pharmaceutical products no longer uses the cost-based method, but uses the processed-based method.

Calculation of the TKDN value of pharmaceutical products based on processed based, is carried out by weighting the content of Active Pharmaceuticals Ingredients (API) by 50 percent, for research and development processes by 30 percent, production processes by 15 percent, and packaging processes by 5 percent.

"This method is expected to encourage the development of the drug raw material industry, increase research and development of new drugs and contribute to the acceleration of the import reduction program to support drug independence," he said.

Other steps taken include prioritizing the development and assistance of Making Indonesia 4.0 for the pharmaceutical industry, proposing better incentive schemes to encourage investment in the pharmaceutical sector, and preparing industrial areas for the pharmaceutical industry sector, to support the formation of a better production ecosystem.

The chairman of the recess work visit of the House of Representatives Commission VII, represented by Sartono Hutomo, appreciated the government's efforts to fulfill the COVID-19 vaccine by transferring technology, developing the Red and White Vaccine, as well as SOE vaccines as steps to stop the COVID-19 pandemic.

"As a supervisory function, we also propose further discussions and actions at commission meetings in the Indonesian House of Representatives related to BUMN vaccines and the Red and White Vaccine with Bio Farma, Eijkman, the National Research and Innovation Agency (BRIN), and the Directorate General of IKFT, Ministry of Industry," said Sartono.
