PCNU Calls For Deliberation, Not Voting At The NU Congress
BANDARLAMPUNG - Representatives of the Nahdlatul Ulama (PCNU) Branch Management throughout Indonesia encourage the use of the deliberation and consensus method in every decision making at the 34th NU Congress in Lampung.
The chairman of PCNU Barru, South Sulawesi, Irham Djalil said the method of deliberation and consensus was a good tradition of NU which is now slowly disappearing eroded by the voting method.
"We believe that deliberation and consensus should be the main model for decision making. Voting should only be an alternative model or the last option when a deadlock occurs," he said, quoted by Antara, Wednesday, December 22.
He said the congress is a meeting place for ideas, ideas, aspirations, and other interests that necessitate differences among stakeholders. However, all of that can be discussed.
Unfortunately, he continued, this tradition is slowly disappearing because from the beginning the forum was set up for voting which triggered an effort to mobilize votes, which in turn led to problems in the future.
"In the last few congress forums, there have also been sharp differences due to the voting pattern in the election of the chairman of the tanfidziyah. So we hope that this will not always be repeated in every congress forum so that we echo and convey this push for consensus deliberation," he said.
Irham Djalil said PCNU urges that the certainty of using deliberation to reach consensus is the only election option in the regeneration of leadership at every level of NU's management. Therefore, this decision-making model must be strengthened by NU's Articles of Association and Bylaws (AD/ART).
"This Lampung congress can make the model of deliberation and consensus a method of decision making, not only at the syrian level but also at the tanfidziyah level," he said.
In addition, he said, this forum could also be a revision space for NU's AD/ART to use deliberation and consensus as the only decision-making model.
For leadership changes, said Irham Djalil, the Ahlul Halli wal Aqdi (Ahwa) mechanism or through the consultations of senior kiai which was applied to the election of Rais Aam at the Syrian level could also be used to elect the PBNU General Chair at the tanfidziyah level.
A number of PCNUs throughout Indonesia expressed concern over the hardening of different perspectives in responding to differences in the congress forum. They encourage the use of consensus deliberation for the primary model of decision making.
