PDIP Highlights 6 Anies Programs That Have Not Been Implemented Properly For 4 Years: DP House Rp0 To OK OCE
JAKARTA - The PDIP faction of the DKI DPRD highlighted the six programs of the Governor of DKI Jakarta, Anies Baswedan, which had not been carried out properly for four years. In fact, this program has an impact on the people of Jakarta.
Gembong Warsono, chairman of the PDIP faction of the DPRD DKI, said that this program is a problem because it has not touched the subject matter of the capital city.
"We noted that several things that we need to convey about development have not touched the main issue. So, what Pak Anies has done for more than 4 years has not touched the main problem of Jakarta," said Gembong at a press conference in Jakarta, Tuesday, December 21.
First, PDIP highlights the problem of flood control. He regretted that Anies had never worked on a river normalization program from 2018 to 2021.
In fact, the overall target for river normalization as a flood control program is 33.69 kilometers. Unfortunately, only 16 kilometers have been successfully normalized. This was also done before Anies took office in 2017.
"For four years we have only struggled, only arguing about the terms of normalization or naturalization. But whatever, neither of them were executed," said Gembong.
Then the matter of making infiltration wells which are chaotic. The DKI Provincial Government targets the construction of around 25 thousand infiltration wells with a budget of IDR 411 billion during 2021. However, the fact is that currently many infiltration wells are problematic.
"The work of infiltration wells is not right on target. In fact, according to Pergub Regulation No. 20 of 2013, infiltration wells must be located in the building area, not outside areas such as roads," said Gembong.
Second, regarding the construction of a house with a down payment of Rp. 0. During Anies' tenure, the DKI Provincial Government only built 967 housing units with a DP of Rp0 from the target of 232,214 units. Not to mention, the maximum income limit for people who can apply for a DP home loan is IDR 0 to IDR 14 million.
"Which poor people in Jakarta have an income of 14 million? This is no longer a low-income poor if the income is Rp. 14 million. If people earn Rp. 14 million, they don't want a house with a down payment of Rp. 0. He will definitely choose a landed house, and definitely around the city of Jakarta, " he explained.
Third, the OK OCE program, which in reality is still far from the target. Anies once said that the OK OCE target had been exceeded by printing 281,000 MSMEs out of the 200 thousand target.
In fact, said Gembong, the 281,000 MSMEs mentioned were only in the registration stage. Meanwhile, MSMEs that have been given new capital are around 6 thousand.
"So it is claimed like this, the language exceeds the registrant's target. Even though those who have reached the 7 stages, we can say that new entrepreneurs are only 6,000 of our MSMEs from the target of 200 thousand. Far from the expectations of the people of Jakarta," said Gembong.
Fourth, the Jakarta integrated highway continuity development program (LRT) during Anies' leadership period was still 0 kilometers. In fact, the LRT is included in the National Strategic Program (PSN) based on Presidential Regulation Number 56 of 2018.
"The reason for not continuing the LRT is because of low income. Even though there are PEN funds. If the provincial government wants to concentrate on this program, I think it can cover it. You can build infiltration wells, but you can't cook LRT," explained Gembong.
Fifth, the imposition of Formula E. Gembong said that PDIP was still demanding an explanation from Anies regarding the use of the Rp560 billion budget from the APBD which had already been paid for the commitment fee.
"Until today, we have not been given a feasibility study on the implementation of Formula E. Let alone the people of Jakarta, the DPRD has not yet received it. Even though what is used is the money of the people of Jakarta," he explained.
Sixth, there is no total rehabilitation of schools in the capital city. In fact, the DPRD recorded as many as 299 school points in Jakarta that had to be totally rehabilitated because the buildings were no longer proper.
"If the provincial government argues that there are no funds, then it can't, right? PEN can be collaborated. Don't spend all of it on three activities, for JIS, TIM, and absorption wells. Why have we not prepared for our children who will replace all of us since early about education?" said Gembong.
