Government Proposes 12 Bills To Enter The 2022 Priority National Legislation Program

JAKARTA - The government has proposed 12 Draft Laws (RUU) to be included in the 2022 Priority National Legislation Program (Prolegnas).

This was conveyed by the Minister of Law and Human Rights Yasonna H Laoly in a working meeting with the Legislative Body of the DPR and DPD RI regarding the 2022 Priority Prolegnas at the DPR building, Monday, December 6.

"We intend to propose 12 bills to be included in the list of 2022 Priority Bills. Consisting of 4 new proposed bills, and 8 bills launched from the 2021 Prolegnas that have not been completed," Yasonna continued.

The Minister of Law and Human Rights explained the 4 new proposed bills, namely the Bill on Industrial Design; Bill concerning amendments to Law number 8 of 1999 concerning Consumer Protection; Bill on Financial Reporting; Bill on Amendments to Law No. 29 of 2004 on Medical Practice.

While the 8 bills launched from the 2021 Prolegnas that have not been completed include, first, the Bill on the Criminal Code (KUHP); second, the Bill on Amendments to Law Number 12 of 1995 concerning Corrections; third, the Bill on Civil Procedure Law; fourth, the Bill on Amendments to Law No. 35 of 2009 on Narcotics.

Fifth, the Bill on Amendments to Law Number 1 of 1973 concerning the Indonesian Continental Shelf; sixth, the Bill on Amendments to Law Number 33 of 2004 concerning the Financial Balance of Central and Regional Governments; seventh, Bill on Outbreaks; and the eight bills on the Pancasila Ideology Development Agency.

"The submission of the government's list of the 2022 Priority Prolegnas Prolegnas is based on substantive considerations, technical readiness, and the achievements of the 2021 Priority Prolegnas," Yasonna explained.

In addition, Yasonna said, the government also proposed changes to the 2020-2024 Mid-Term Prolegnas list. Among them, the Bill on Amendments to Law number 34 of 2014 concerning Hajj Financial Management.

"The Bill on Amendments to the Hajj Financial Management Act in the 2020-2024 Mid-Term Priority List is an initiative of the DPR, it is proposed to be transferred to a government initiative," he said.

Then, the government also proposed that the Bill on Income Tax and the Bill on Tax on Goods and Services be removed from the list of the 2020-2024 Mid-Term Prolegnas.

"The proposal is based on the consideration that the content of the bill has been accommodated in Law Number 7 of 2021 concerning Harmonization of Tax Regulations," said the PDIP politician.

Finally, continued Yasonna, the Bill on Auctions and the Bill on Appraisers which were originally combined in the Bill on Management of State Assets (PKN) were proposed to be separate bills.
