Tjahjo's Ministry Is Looking For ASN Who Are Good At English But Not Automatically Accepted Immediately

JAKARTA - The Ministry of State Apparatus Empowerment and Bureaucratic Reform is looking for ASN who is good at English. They believe that it can be the initial capital towards a world-class government.

The selection was carried out through the TOEFL test in a series of field competency selection (SKB) for Candidates for Civil Servants (CPNS) of the Ministry of PANRB FY 2021. Participants' English skills were tested before moving on to the next stage.

The Head of the Human Resources and General Affairs Bureau of the PANRB Ministry, Sri Rejeki Nawangsasih, said the presence of the TOEFL test was an initial effort to predict the English language skills of CPNS participants. Thus, the HR obtained in this recruitment will be able to speak English.

"With the TOEFL test, we want to recruit CPNS who are able to speak English well so that they can create a world-class government," Sri explained when opening the TOEFL Test at the PANRB Ministry, Jakarta, Sunday, November 28 yesterday.

Sri explained that it does not mean that participants with good English skills can immediately pass and be accepted. The TOEFL test is only one aspect that is tested in the SKB test.

“It does not mean that those who are able to speak English will be accepted or those who are not fluent in English will be rejected. We measure their potential, personality, and competence. So that those who meet all aspects will pass to the final stage to be accepted. This is the application of a merit system in ASN recruitment," she continued, quoted from the ministry's official website.

He added that for participants who qualify to become CPNS, there will be a program to explore English through courses for the first year. This program is included in the development program during the probationary period before being officially appointed as a civil servant.

On this occasion, Sri also introduced the basic values or core values of ASN, namely BERAKHLAK which stands for Service Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative. In addition, there is also an ASN employer branding, namely Proud to Serve the Nation.

“Being morals is a guideline for ASN in carrying out their duties, namely serving the community. Therefore, SKB participants as ASN candidates must find out about BERAKHLAK and how to apply it when they become ASN later," concluded Sri.

A total of 175 participants took the TOEFL test out of a total of 184 participants who passed the SKB. The 9 participants who did not attend were immediately declared invalid and were not entitled to take part in the next series of SKB.

This TOEFL test has a weight of 10 percent of the total SKB score. Meanwhile, psychological tests and user interviews have a weight of 15 percent and 25 percent, respectively. The biggest weight is held by the job substance test through the Computer Assisted Test (CAT) with 50 percent.

After taking the TOEFL test today, participants will return to take part in the SKB series tomorrow. Participants will take a psychological test on Monday, November 29, 2021, and followed by a psychological test interview on Tuesday, November 30, 2021. Furthermore, there will also be user interviews and work practices for certain positions.
