How To Pay For Building Poor People's Houses Becomes A National Reference
JAKARTA - Central Java Governor Ganjar Pranowo's program in facilitating home ownership for the poor has received national attention. The innovation, named Jagani Omah with Arum or Central Java Gayeng Ndandani Omah Together, the Simperum application was exhibited by Governor Ganjar Pranowo during the presentation of the Heads of the Most Innovative Regions for the Province and Regency Categories.
The event is an annual award activity held by the Ministry of Home Affairs with the title Innovative Government Award (IGA) 2021. Jagani Omah with Arum was presented because in 2020 he became one of the top 10 innovations in Central Java's public services.
"Central Java is willing to dress up the house together. Central Java is fun and happy. Let's work together to repair houses that are unfit for habitation," said Ganjar, who took part in a virtual session, Tuesday, November 23.
Central Java Gayeng Ndandani Omah Together uses the Housing Management Information System (SIMPERUM) application which is also used to accelerate poverty reduction.
This Simperum application is also integrated with SIDEsa or the Central Java Village Information System. This integration, said Ganjar, will accelerate cross-sectoral coordination to achieve poverty alleviation targets.
This innovation has also been implemented and has been projected to a total target of 125 villages spread across 5 regions namely Brebes, Pemalang, Banjarnegara, Banyumas and Kebumen.
"When the end of this year (target) extreme poverty must be zero, we already have a roadmap," said Ganjar.
This Simperum, said Ganjar, helps and facilitates the verification of the PKE targets. In addition, to fulfill basic services for the poor.
It doesn't stop there, Ganjar said, this innovation can provide RTLH data accuracy up to 80 percent and zero data duplication so that it is more precise and accurate.
"Time efficiency from 7 days to 75 minutes, cost efficiency due to paperless and also human resource efficiency, which was originally three people, now can be one person," he said.
Ganjar said this application innovation has been imitated by several provinces and regions. Among others, North Kalimantan Province, Blora Regency and Brebes. Ganjar emphasized that his party continues to make improvements so that this application can be better than now.
"But the intention of this innovation is how innovation solves the problems that exist in every sector and sub-sector in Central Java," he said.
Furthermore, the Central Java Gayeng Build Omah Together program also facilitates the construction of houses for the poor. Namely through the Tuku Weak By Omah program. The Central Java Provincial Government facilitates the purchase of land through the Central Java BPR BKK microcredit. The provincial government also facilitates the formation of Community Groups (Pokmas) to prepare for the construction of houses. In addition, it also facilitates the construction of houses through social assistance stimulants for simple healthy homes.
The purpose of this program is to reduce the number of house backlogs in Central Java Province by targeting the non-bankable poor who do not own a house.
This program is realized in the form of social assistance stimulants for building houses for poor families who do not yet have a type-36 house as a condition for the area of a decent house to live in. The amount of assistance is IDR 35,000,000 in the form of Ruspin and architectural structures.
The implementation of the construction of new houses through this program for 2021 will be carried out in 6 regencies/cities, namely Cilacap, Brebes, Kendal, Purbalingga, Jepara and Magelang regencies.
