SPPG Contractor Asks for Payment Certainty of IDR 800 Billion, Administration is Considered Protracted

JAKARTA - The question of administration that has not been completed is now a new burden for dozens of contractors involved in the construction of the Nutrition Fulfillment Service Unit (SPPG) of the National Nutrition Agency (BGN). In the midst of the acceleration of the Free Nutrition Meal (MBG) Program, service providers are still waiting for certainty of payment for the work they have completed. The Forum for Communication of Contractors for the Construction of the SPPG BGN Facility for the 2025 Fiscal Year said that the value of the outstanding invoices is estimated at around Rp. 800 billion. The value comes from work carried out by 74 contractor companies in around 22 provinces. Forum Chairman Arifin Nababan emphasized that his party was not questioning the government program, but demanding certainty of administrative completion and payment according to the contract. "What we hope for is not special treatment, but certainty of administration and certainty of payment for the work we have carried out," said Arifin.

According to forum data, the development of Sarana SPPG through the e-Catalog or mini competition mechanism has been running in 315 locations until the end of March 2026. Of these, 66 projects have been completed 100 percent and 249 others are still in the process of completion according to contract provisions. However, even the completed projects have not been handed over entirely. The forum assessed that this issue not only impacts the cash flow of construction companies. Other business chains are also affected, ranging from labor, material suppliers, service vendors, MSMEs, subcontractors, to financing institutions involved in the project. So far, the forum has sent six letters of request for an audience to the Head of the National Nutrition Agency to ask for clarity regarding the completion of the administration, the schedule for handing over the building, and the certainty of payment. However, until now there has been no official response. Arifin emphasized that contractors still support the sustainability of the Free Nutritional Meal Program. So, they hope that the administration will be completed quickly, payment will be ensured immediately, and a dialogue space with the government will be opened so that the problems will not drag on. "We want to ensure that the Free Nutritional Meal Program and the development of Sarana SPPG can run well. What we hope for is certainty of administration, certainty of payment, and an open dialogue space so that all problems can be resolved together," he said.
