JAKARTA - DKI Jakarta Governor Anies Baswedan has prohibited all Jakarta residents from leaving Jakarta, Bogor, Depok, Tangerang and Bekasi (Jabodetabek). Also, residents outside Jabodetabek enter Jakarta.

This prohibition is regulated in the Governor of DKI Regulation Number 47 of 2020 concerning Limitation of Travel Activities Out and / or Entering the DKI Jakarta Province in Efforts to Prevent the Spread of COVID-19. This Governor Regulation comes into force on the date of promulgation, namely on May 14, 2020. With the issuance of Pergub 47/2020, field officers have a legal basis to take action against violators.

Pergub 47/2020 mandates that every person or business actor from DKI is prohibited from leaving Jabodetabek. However, DKI residents are still allowed to travel to Bodebek and vice versa, provided that they apply physical distancing in accordance with the Large-Scale Social Restrictions (PSBB) regulations. In addition, people who have KTP outside Jabodetabek are prohibited from entering Jakarta.

"With this Pergub, all residents in DKI are not allowed to travel outside Jabodetabek. It is restricted, so that we can keep COVID-19 under control. That way, field officers will have a strong legal basis to control population movements," he said. Anies at DKI City Hall, Friday, May 15.

However, there are a number of parties that are exempted from being prohibited from entering and leaving Jabodetabek. Those who are excluded are leaders of high state institutions, representatives of foreign countries, TNI-Polri, toll road officers, fire and ambulance officers, officers related to handling COVID-19, patients who need emergency health services and their companions, and 11 business sectors that are allowed in PSBB rules.

The 11 business sectors that are allowed to travel outside and enter Jabodetabek are business actors engaged in the fields of health, food, energy, communication and information technology, finance, logistics, hospitality, construction, strategic industries, basic services and national vital object industries, as well as social organization and disaster.

However, every person or business actor from 11 sectors who is allowed to travel from Jakarta outside Jabodetabek, or from outside Jabodetabek to Jakarta must make an exit / entry permit (SIKM). SIKM can only be issued by the DKI Pemprov via the corona.jakarta.go.id website.

"Those who are exempted cannot automatically travel. They must take care of a permit virtually through the corona.jakarta.go.id website. There is an application form there and must complete with a certificate related to their work," explained Anies.

Before administering SIKM, every person or business actor must prepare a number of requirements. The details are a cover letter from the head of the local RT, a health statement letter, a certificate of official travel or working outside the region or a certificate of having a business for entrepreneurs.

Meanwhile, there are additional requirements for everyone outside Jabodetabek who will enter Jakarta. The additional requirement is to have a travel certificate from the sub-district or village in the area of origin and a stamped guarantee letter from the family or RT to be addressed in Jakarta.

If the application for requirements is declared complete, DPM and One Stop Integrated Service can issue SIKM electronically in the form of a QRcode.

"If someone takes care of a permit, they will receive a letter with a QR Code. So, the officers in the field just have to scan and ensure that the information is correct," Anies explained.

"For those who do have tasks in basic sectors, they can get permits. If not, they don't need to take care of the permits because they won't be granted," he added.

Furthermore, people outside Jabodetabek who are already in Jakarta but do not have an SIKM will be directed to return to their place of origin. If they don't want to return to their place of origin, they are required to quarantine for 14 days.

Then, every person or business actor who makes fake letters, manipulates information and / or electronic documents, falsifies letters, or makes false information to administer SIKM will be subject to criminal sanctions in accordance with the provisions of laws and regulations.
