In addition, Abdul Ghaffar explained that Law (UU) Number 18 of 2019 concerning Islamic Boarding Schools includes rules regarding the function of Islamic boarding schools as educational institutions, da'wah institutions, and community empowerment institutions.

According to him, the function of Islamic boarding schools as educational institutions is already running and strengthened by the issuance of derivative regulations from the Islamic Boarding School Law.

However, the function of Islamic boarding schools as da'wah institutions and community empowerment institutions is considered not to be running optimally because there are no derivative regulations regarding this matter.

"This is understandable considering that these functions are functions that become the main duties (topic duties and functions) across ministries, not only the Ministry of Religion as the leading sector," he said.

Abdul Ghaffar stated the need for the issuance of regulations at the presidential regulation level to optimize the function of Islamic boarding schools as da'wah institutions and community empowerment institutions.
