JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan RB) Azwar Anas said the Draft Law on State Civil Apparatus contains a number of solutions for equal distribution of ASN in disadvantaged, frontier, and outermost (3T) areas.

"So far, the mobility of national talent to 3T, Maluku, Papua and other remote areas has been difficult for us to move talents to 3T areas," said Azwar after attending a Limited Meeting with President Joko Widodo (Jokowi) at the State Palace, Jakarta, as reported by ANTARA, Wednesday, September 13.

Azwar said that no less than 170,000 ASN formations in the 3T region experienced a vacancy in 2021 due to the recruitment process which lacked interest.

"Then what happened was that many areas were empty because they were not wanted by existing talents," he said.

In order to anticipate this problem repeatedly, said Azwar, the government through the ASN Bill facilitates'rewards' for those who want to serve as ASN in the 3T area.

One example of the solution is in the form of accelerating the increase in ASN careers, specifically in 3T areas, from an average of 4 years to every two years.

"For example, later it will be regulated in government regulations, those in 3T areas or other remote areas, if normal ones need 4 years to be promoted, in the next 2 years they can be promoted," he said.

In addition to this solution, Kemenpan RB is still working on various other forms of'reward' to accelerate the equitable distribution of ASN in the 3T area.

"Thus, the problem in remote areas or 3T areas is not solely about infrastructure, but about strengthening human resources. With this it will be solved later," he said.

Until now, the government continues to discuss the ASN Bill as a revision of Law Number 5 of 2014 concerning ASN.
