Former Bukitinggi Police Chief AKBP Dody Prawiranegara Fired By Police

JAKARTA - The National Police's Code of Ethics Commission (KKEP) has decided on administrative sanctions in the form of dishonorable dismissal (PDTH) to the former Bukittinggi Police Chief AKBP Dody Prawiranegara, related to cases of serious ethical violations involved in drug crimes.

"Administrative sanctions in the form of dishonorable dismissal or PDTH as a member of the National Police," said Head of the Public Information Bureau (Karopenmas) of the Public Relations Division of the National Police Brigadier General Ahmad Ramadhan as reported by ANTARA, Friday, August 11.

The administrative sanctions were read out in the decision of the KKEP Session which was held Thursday (10/8) in the courtroom of the National Police Propam Division on the 1st floor of the TNCC Building.

The KKEP trial was chaired by the Chairman of the Commission, Inspector General Tornagogo Sihombing; Deputy Chairman of the Commission Brigadier General Agus Wijayanto; Member of Commission I Kombes Satius Ginting, Member of Commission II Kombes Hengki Wijaya, and Member of Commission III Kombes Rudi Mulyanto.

In the trial presented five witnesses, three of whom were present virtually and the other two were present at the trial.

"The five witnesses are Kompol K, brother SM, Sadar LP, Kompol SHS and AKP AA," said Ramadhan.

The KKEP Session Council stated that AKBP Dody Prawiranegara was found guilty of violating Article 13 paragraph (1) of Government Regulation (PP) Number. 1 of 2003 concerning the Dismissal of Police Members in conjunction with Article 5 paragraph (1) letter b and/or Article 5 paragraph (1) letter c, and/or Article 8 letter c number 1, and/or Article 10 paragraph (1) letter f, and/or Article 10 paragraph (2) letter a, and/or Article 11 paragraph (1) letter a, and/or Article 13 letter e of Police Regulation (Perpol) Number 7 of 2022 concerning the Professional Code of Ethics and the Police Code of Ethics Commission.

Apart from being sentenced to be fired as a member of the National Police, the KKEP Council also imposed ethical sanctions for Dody Prawiranegara's actions as a disgraceful act.

"Against the decision, the violator (Dody Prawiranegara) declared an appeal," said Ramadhan.

In a criminal offense, AKBP Dody Prawiranegara was sentenced to 17 years in prison by the West Jakarta District Court Panel of Judges on Wednesday (10/5).

Chairman of the Panel of Judges, Jon Sarman Saragih, stated that the defendant Dody Prawiranegara had been legally and convincingly proven guilty of committing a criminal act, participating in committing without rights or against the law, being an intermediary in buying and selling, exchanging or handing over narcotics class one, not plants that exceed five grams.

Apart from Dody, this case also involved the former West Sumatra Police Chief Inspector General Teddy Minahasa who was also sanctioned with dismissal as a member of the National Police on Friday (30/5).

Teddy Minahasa was sentenced to life in prison by the West Jakarta High Court on Tuesday (9/5), for being found guilty of committing a criminal act, namely participating in committing, without rights or against the law offering to be sold, selling, intermediary in buying and selling, exchanging and handing over narcotics class I instead of plants, which weighed more than 5 grams.

The high-ranking police officer was proven to have violated Article 114 Paragraph (2) of the Law of the Republic of Indonesia Number 35 of 2009 concerning Narcotics in conjunction with Article 55 Paragraph (1) of the 1st Criminal Code.

The case involved three other police officers and three civilians, namely former Bukittinggi Police Chief AKBP Dody Prawiranegara, Kompol Kasranto, Aiptu Janto Parluhut Situmorang, Linda Pujiastuti, Muhammad Nasir, and Syamsul Maarif.
