Head of the DKI Jakarta Environmental Agency, Asep Kuswanto, emphasized that the Sunter Intermediate Treatment Facility (ITF) is not mandatory for the DKI Provincial Government to build.

Asep explained, Regional Regulation Number 4 of 2019 concerning Amendments to Regional Regulation Number 3 of 2013 concerning Waste Management mandates the DKI Provincial Government to provide waste management service costs for those who build waste processing facilities.

From this regional regulation, the DKI Provincial Government at that time assigned BUMD to build ITF with investors, one of which was located in Sunter, North Jakarta. Until finally, the initial ITF Sunter capital budget in the 2023 APBD was canceled.

"Perda 4 only writes that there is a waste management service fee for parties who build waste management. Now, the governor's regulation of assignments continues, that assignment then becomes the basis for Jakpro and then Sarana Jaya to build ITF," said Asep.
