Member of Commission VII DPR RI Mulyanto refused to include a power steering scheme in the EBET Bill which is being discussed by the Ministry of Energy and Mineral Resources and Commission VII.

He assessed that the power steering scheme in the form of joint use of PLN (open access) electricity transmission by the private sector, especially foreign private sector, violates the constitution which mandates that important and strategic business branches such as electricity are controlled by the state.

"This electricity transmission is very strategic in national development, including security defense, so it must be in state control, in this case the BUMN PLN. If this transmission sector is released to the private sector, it is feared that it will become out of control," he said in a Working Meeting with the Minister of Energy and Mineral Resources, quoted on Tuesday, November 21.

He added that to this day RI still adheres to an integrated electricity system (bondling) both vertically in terms of generation, transmission and distribution, as well as horizontally, in terms of business areas, all of which are controlled by the state.

"PLN is a monopoly as a single buyer and single seller, especially since electricity transmission is naturally monopolistic," he said.

In the Law on Tenagistship or upheld by the Constitutional Court's Decree, he said, the field of electricity must be controlled by the state in the sense that policies, management, regulation, entrepreneurship and supervision are carried out by the state through SOEs. So it cannot be realized.

Privately plays a role when the state in terms of finance, human resources, or technology is still unable to implement this.

"It's not that we are generalizing this transmission sector," added Mulyanto.

Mulyanto also agreed to increase the use of EBET electricity towards NZE, including developing an inter-island transmission super grid (Grid Nusantara) and a smart grid as planned in the 2024-2033 PLN RUPTL, but not transacting the electricity transmission sector to the private sector, let alone foreign private sector.

"It's a shame that because of the power wheeling scheme, this good EBET Bill has received rejection from the community and ends up in JR to the Constitutional Court," he said.
