JAKARTA - The Pasuruan Regency Government is trying to optimize the use of Tobacco Products Excise Sharing Funds (DBHCHT) in 2023. This is done to support development in all lines of one of the districts in the province of East Java.

- In accordance with East Java Governor Regulation Number 71 of 2022 concerning the Allocation of DBHCHT to East Java Province and Regency/City in East Java for Fiscal Year 2023, Pasuruan district received a budget allocation of IDR 335,194,302,000.
- Minutes of reconciliation of DBHCHT calculations until the 2022 fiscal year amounting to Rp45,142,575,648.
- The total budget of the Pasuruan Regency DBHCHT in 2023 is IDR 380,336,877,648 for the health sector, community welfare, law enforcement and regional priority activities.
1. Health sector
This field received an allocation of IDR 240,332,768,357, (63.19 percent) which was carried out by three OPDs, namely:
a. Health Service (42.04 percent) b. Bangil Hospital (15.15 percent) c. Grati Hospital (6.00 percent)
The budget in the Health sector is used for JKM payment activities, stunting handling, drug procurement, procurement of medical devices, construction/rehabilitation of health buildings, and others.
2. Community Welfare Sector
This field received an allocation of Rp90,259,767,528 (23.73 percent) which was carried out by five OPDs, namely:
a. Department of Food Security and Agriculture (0.70 percent) b. Animal Husbandry and Health Service (1.70 percent) c. Manpower Service (1.75 percent)d. Social Service (3.73 percent) e. Disperindag (15.84 percent)
Budget in the field of Community Welfare is used for activities: construction/maintaining the connectivity of the cigarette industry road, increasing IKM capacity, job skills training, providing BLT to cigarette factory workers and tobacco farming workers, and others.
3. Law Enforcement
This field received an allocation of IDR 12,402,829,200 (3.26 percent) which was carried out by two OPDs, namely:
a. Civil Service Police Unit (3.13 percent)b. Economic Section (0.13 percent)
Budget in the field of Law Enforcement is used for activities: socialization of laws and regulations in the field of excise, illegal BKC eradication operations, monitoring and evaluation, etc.
4. Other Activities In Accordance with Regional Priority
This field received an allocation of IDR 37,341,512,563 (9.82 percent) which was carried out by seven OPDs, namely:
a. Livestock and Animal Health Service (0.26 percent) b. Civil Service Police Unit (1.65 percent) c. Department of Highways and Construction Development (3.97 percent)d. Perkim Service (1.57 percent) e. Department of Public Works SDA, Cipta Karya and Spatial Planning (1.76 percent)f. Department of Transportation (0.60 percent)g. Manpower Service (0.01 percent)
Budget on regional priority is used for activities: reconstruction/periodic maintenance of roads, construction of drainage/environmental roads, construction of RTLH, construction of family latrines, provision of SPAM, purchase of fire trucks, etc.

Socialization activities and law enforcement efforts against Illegal Cigarettes have increased Tobacco Product Excise revenue in Pasuruan Regency.
