KPK Explores Flow Of Funds To Officials Of The Ministry Of Transportation Related To The DJKA Corruption Case

JAKARTA - Investigators from the Corruption Eradication Commission are investigating the alleged flow of funds from PT Istana Putra Agung to a number of high-ranking officials from the Ministry of Transportation in the alleged corruption case within the Directorate General of Railways (DJKA) of the Ministry of Transportation.

The investigation team investigated this assumption when examining the Main Healthy Metal entrepreneur, Yogyakarta Service Unit Coordinator of the Semarang Region 1 Railway Engineering Center Eko Budi Santoso and Pokja officials at the Central Java Implementing Unit 3 DIY 2019-2023 Heni Purwaningtyas.

"The three witnesses were present and their knowledge was explored, among others, about the alleged setting to win PT IPA (Istana Putra Agung) during the auction for the work on the construction of the Kadipiro- Semarang (JGSS) Solo KA double line, including the flow of funds from PT IPA to several parties including high-ranking officials at the Ministry of Transportation," said Head of the KPK News Section Ali Fikri as reported by ANTARA, Thursday, July 13.

Ali revealed that the three witnesses were examined on Wednesday (12/7). The three of them were questioned by KPK investigators at the Semarang Police Headquarters, Central Java.

Previously, investigators from the Corruption Eradication Commission (KPK) on Tuesday, April 11, 2023, conducted a hand arrest operation (OTT) related to allegations of corruption at the Class I Railway Engineering Center for the Central Java Region of the Directorate General of Railways (DJKA) of the Ministry of Transportation.

The KPK then named 10 suspects who were immediately detained in connection with the alleged corruption case of the construction and repair of railroads in Java, Sumatra, and Sulawesi.

The suspects consisted of four parties suspected of giving bribes, namely the Director of PT IPA (Istana Putra Agung) Dion Renato Sugiarto (DRS), Director of PT DF (Dwifarita Fajarkharisma) Muchamad Hikmat (MUH), Director of PT KA Management Properti until February 2023 Yoseph Ibrahim (YOS), and VP of PT KA Management Properti Parjono (PAR).

Six other suspects were suspected of receiving bribes, namely the Director of Railway Infrastructure Harno Trimadi (HNO), Head of the Central Java Railway Engineering Center (BTP) Putu Sumarjaya, commitment maker (PPK) BTP Central Java Bernard Hasibuan (BEN), PPK BPKA South Sulawesi Achmad Affandi (AFF), PPK Fadliansyah Railway Infrastructure (FAD), and PPK BTP West Java Synto Pirjani Hutabarat (SYN).

The disclosure of cases of alleged corruption in the construction and repair of railroads is suspected to have occurred in the 2021-2022 fiscal year in the Solo Balapan-Kadipiro-Kalioso Double train line construction project, the railway line construction project in Makassar, South Sulawesi, four railway line construction projects and two supervision projects in Lampegan Cianjur, West Java, as well as the Java-Sumatra crossing improvement project.

In the construction and maintenance of the project, it is suspected that there has been a regulation of the winner of the project implementing by certain parties through engineering from the administrative process to determining the winner of the tender.

The range of bribes received is around 5 to 10 percent of the project value with an estimated bribery value received by the six suspects reaching Rp. 14.5 billion.
