JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian has issued Minister of Home Affairs Instruction Number 38 of 2021 concerning PPKM Level 4, Level 3, and Level 2 COVID-19 in the Java and Bali Regions which are effective from August 31 to September 6 2021.

In the Minister of Home Affairs, the government stipulates that there are 27 regencies/cities that implement PPKM Level 2, namely Banten, West Java, Central Java, and East Java.

In Banten, PPKM Level 2 was implemented in Serang Regency, Pandeglang Regency, and Lebak Regency. In West Java, PPKM Level 2 was implemented in Tasikmalaya Regency, Sukabumi Regency, Majalengka Regency, Indramayu Regency, Cianjur Regency, and Garut Regency.

In Central Java, PPKM Level 2 was implemented in Rembang Regency, Pemalang Regency, Pati Regency, Kudus Regency, Semarang City, Pekalongan City, Kendal Regency, Semarang Regency, Jepara Regency, Grobogan Regency, Batang Regency, and Demak Regency.

In East Java, PPKM Level 2 was implemented in Tuban Regency, Sumenep Regency, Sampang Regency, Pasuruan Regency, Pamekasan Regency, and Pasuruan City.

The following are PPKM Level 2 rules in Java-Bali:

A. B. Implementation of activities in the non-essential sector applies 50 percent work from office (WFO) for employees who have been vaccinated;

C. Implementation of activities in: 1) essential sectors such as a) finance and banking only covers insurance, banks, pawnshops, futures exchanges, pension funds, and financial institutions (which are oriented to physical services with customers); b) capital market ( which is oriented towards customer service (customer) and capital market operations are running well; c) information and communication technology covering cellular operators, data centers, internet, postal services, media related to the dissemination of information to the public; d) Hospitality without quarantine handling; dane) export-oriented and supporting industries where the company must show proof of sample documents

can operate provided that: a) for letter a) and letter b) can operate 100 percent of the staff without any exceptions; and b) for letters c) up to letter l) can operate 100 percent maximum of staff, only in production/construction/service facilities to the community and for office administration services to support operations, a maximum of 50 percent of staff applies; c) companies included in sectors in letter d), e), f), g), h), k), and l) are required to use the PeduliLindung application starting September 7, 2021 in order to screen all employees and visitors who enter production/construction/ office administration services and areas; and d) companies that are included in the sector category according to letter c must obtain a recommendation from the technical ministry of sector development before being able to gain access to use the PeduliLindung application,

4) for supermarkets, traditional markets, grocery stores and supermarkets that sell daily necessities, operating hours are limited to 9 p.m. local time with a capacity of 75 percent of visitors; and

5) for pharmacies and drug stores can be open for 24 (twenty four) hours,

D. a people's market that sells non-daily necessities can operate with a maximum capacity of 75 percent and operating hours until 18.00 local time;

E. Street vendors, grocery stores, voucher agents/outlets, barbershops/barbershops, laundry, hawkers, small workshops, vehicle washes, and others are allowed to open by implementing strict health protocols until 21.00 local time whose technical arrangements are carried out by the regional government;

F. implementation of eating/drinking activities in public places: 1) food stalls/warteg, street vendors, hawker stalls, and the like are allowed to open with strict health protocols until 21.00 local time with a maximum of 50 percent of visitors eating at capacity and time eat a maximum of 30 minutes which technical arrangements are regulated by the local government; 2) restaurants/restaurants, cafes with locations located in closed buildings/shops both in separate locations and those located in shopping centers/malls are allowed to receive meals on the spot (dine in) with a maximum diner of 50 percent of the capacity, the next technical arrangement is regulated by the Regional Government; and 3) restaurants/restaurants, cafes with service areas in open spaces are permitted to open with strict health protocols until 21.00 local time with a maximum capacity of 50 percent and a maximum meal time of 30 minutes whose technical arrangements are determined by the local government,

J. public facilities (public areas, public parks, public tourist attractions and other public areas) are allowed to open with a maximum capacity of 25 percent by implementing stricter health protocols;

K. arts, culture, sports and social activities (locations of arts, culture, sports facilities and social activities that can cause crowds and crowds) are allowed to open with a maximum capacity of 50 percent by implementing stricter health protocols;
