排他的な、ジョコウィは迅速にWADA制裁を解決するためにLADIを求める、これはMustofa Fawziがやったことです

WADA (World Anti-Doping Agency) sanctions on Indonesia shocked all parties. Because this moment is known when Indonesia won the Thomas Cup which has been waiting for 19 years. The red and white flag cannot fly to accompany the singing of the national anthem Indonesia Raya. President Jokowi requested that this issue be resolved as soon as possible. Dr. Mustofa Fawzi Sp.An as Chair of LADI (Indonesian Anti-Doping Agency) together with related agencies and parties will process so that the sanctions for Indonesia from WADA are immediately lifted.

LADI's performance was in the spotlight after the red and white failed to fly at the top of the Thomas Cup. When Jojo and his friends managed to beat China with a landslide score of 3-0, and the Thomas Cup, which had left the motherland, returned after a long wait. Ceres Arena, Aarhus, Denmark, Sunday 17 October it was thunderous. The Indonesian fans who were present and the players cheered to celebrate the victory over their arch-nemesis in the badminton arena.

But unfortunately when this historic moment was tarnished by the inability to fly the red and white flag to accompany the echoing of the national anthem Indonesia Raya. The red and white flag should not be flown because Indonesia is still subject to sanctions from WADA. Finally, the PBSI (Indonesian Badminton Association) flag took the place of the red and white.

In the aftermath of this case, the Minister of Youth and Sports, the head of LADI, became a target for netizens and the public. They were disappointed as to why this sanction issue could drag on and result in the red and white being unable to fly when the Indonesian badminton hero made an extraordinary achievement, winning the Thomas Cup again. "To all the Indonesian people, the sports community, sports lovers wherever they are, allow us as the administrators of the Indonesian Anti-Doping Agency to express our sadness. At the same time, our deepest apologies to the President of the Republic of Indonesia, to the people of the world of sports, people who love sports, sports activists, athletes and sports coaches as well as the parents of sports organizations everywhere for not flying the red and white flag, " said Dr. Mustofa Fawzi Sp.An as the Chairman of LADI.

Apart from Indonesia, Thailand and North Korea also received similar sanctions. The duration of this sanction is one year. However, if the obligation can be fulfilled before the grace period, the sanction can be lifted. According to Mustofa Fawzi, Indonesia has been sanctioned since October 7, 2021. As a result, Indonesia cannot host regional, continental and international championships. Then the red and white flag cannot be flown at the event, except for the Olympic and Paralympic matches.

LADI was formed based on the Regulation of the Minister of Youth and Sports of the Republic of Indonesia Number 15 of 2017 which is tasked with implementing anti-doping provisions in Indonesia. In carrying out its duties LADI is independent from the government. As a member of WADA, the coordination line is directly with WADA.

President Jokowi also took quick steps by summoning Menpora Zaunuddin Amali and LADI Chairman Dr. Mustofa Fauzi to solve this problem. The President asked the Minister of Youth and Sports to fulfill WADA's request to LADI. The President asked that the matter be resolved in the shortest possible time.

Based on this presidential instruction, the Ministry of Youth and Sports, LADI and various related parties have moved quickly to meet the deadline requested by the President so that the WADA sanctions are immediately lifted. How did the problem in this case stick out, what were the obstacles faced, and what steps were taken to resolve this sanction, Dr. Mustofa Fawzi Sp.An explained to Edy Suherli, Savic Rabos and Rifai from VOI who visited his office at the Kemenpora Complex, Senayan, Central Jakarta not long ago. Here is the full excerpt.

How was the story that Indonesia was punished for not being able to fly the red and white flag at an international event, such as yesterday's Thomas Cup?

To all Indonesian people, sports lovers wherever they are, on this occasion, allow us as LADI administrators to express our sadness as well as our deepest apologies. To the President of the Republic of Indonesia, people in the world of sports, people who love sports, sports activists, athletes and sports coaches, as well as the parent organizations of sports everywhere in Indonesia.

First of all, we need to explain that our management at LADI is not long, only about 4 months. Precisely on June 30, 2021, we and several people were officially appointed through a decree from Mr. Menpora Zainuddin Amali to serve as LADI management. Since we were appointed, we immediately worked hard because in front of our eyes there were several big events such as the XX Papua PON. We directly coordinate both internally and externally.

What are the obstacles faced?

PPKM is one of the obstacles, but it does not stop us from carrying out our duties. Virtual meetings with Zoom-meetings are most often carried out, especially to help PB PON XX Papua. Around September 15, we received information in the form of an email from WADA based in Montreal, Canada. They warned that LADI or NADO (National Anti-Doping Indonesia) was in danger of being banned for not complying with WADA's request.

Based on the letter, we moved quickly, internally meeting for any corrective action that is the problem that is the responsibility of LADI which must be resolved within 21 days. The first problem is the TDP (test doping plan) for 2021. Second, the list of ICT (In Competition Test) PON XX Papua has not been entered there (WADA), the existing list has not been approved. The third is the 2022 TDP planning.

During 2021, we have difficulties because there is a pandemic to get doping samples outside of competitions, while the athletes are scattered all over Indonesia. There are limitations of movement, especially when the COVID-19 number is very high in June-July-August. It turns out that of our 192 obligations that we have to fulfill during 2021, we have only completed 122. There are 70 that we have not yet carried out.

What is the coordination with WADA like to resolve this issue?

We reported all of this via Zoom-meeting with Mr. Keni from WADA, with Mr. Kazuhiro Director Asia / Oceania WADA, Miss Yin who helped us with the 2021 TDP matters. Then in August it was clear that we would not be able to continue the examination, because in September and October the athletes were ready to take part in the XX Papua PON. Because the athletes are the ones who will be sampled. Then the second problem is the problem of ICT, what is the TDP like. We coordinated with PB PON XX Papua for supervision but the implementation of the doping test by the ad-hoc committee there. Socialization to athletes and coaches from LADI.

Then for the TDP 2022, we coordinate closely with WADA, they guide LADI on what to do. For the 2022 plan, perhaps the WADA 2022 consideration that the pandemic has started to subside, so the number is close to 500 people we have to work with. We fulfill these three things, we continue to report them, including their messages to communicate, communicate intensively with each other if something goes wrong. On October 7, WADA continued to send news that we were banned, which made us confused. It turns out that there are some things that are open, but even that is a bit difficult for us to find out, but being banned in Indonesia has already happened. Sanctions have been imposed. It turned out that there were administrative problems from the previous LADI management as well as in our management.

So part of it happened before your stewardship at LADI?

What is LADI's obligation to be fulfilled even though we are a new manager, this item happened in our era we must be responsible for solving it. Thank God the Ministry (Kemenpora) supports it even though it has come out of the current working year. That's the problem with LADI.

Was there any effort made by LADI before the Thomas Cup event was held? Because the public response was very excited to see the red and white not fluttering there?

Before the Thomas Cup, we wrote to the match committee to request that the Indonesian flag and the National Anthem of Indonesia Raya be sung if our team wins. However, of the two requests, only one was granted; only the national anthem is played. It is a pity that the red and white flag cannot be flown. We are very sad and for this incident once again we apologize.

The obstacles faced during this pandemic in taking samples of athlete doping when compared to other countries that are also experiencing a pandemic?

I told you that in other countries before, other countries also had difficulties, it was revealed when we had Zoom-meetings with Australia, Korea, Singapore. Singapore does not have many problems because of its few athletes. Korea also many of their obligations that are also not fulfilled. We, God willing, there will be 70 athletes that we plan to check, they just got back from PON maybe they are still tired. At the beginning of November, we immediately followed up and resolved all of this.

In this pandemic condition, there are many inspection requirements and procedures. Our officers; The doping control officer (DPO) before serving must contact the athlete first and make sure he is negative for COVID-19. When carrying out the task of taking samples of DPO doping, wear clothes like health workers in general.

Besides urine with what else to do a doping test?

So, until now, the majority of doping test samples are taken through urine. In certain conditions taken from the blood. There are certain bottles that are very standard for this urine container. The process must be transparent and there are forms to fill out.

This LADI only does what WADA defines. There are criteria, there are calculations according to the standards that are guided. If in doubt, you can ask the WADA team. There are 62 countries including Indonesia that have signed the convention with WADA and must comply with the WADA Court.

What does LADI's independence look like to the government?

We are currently a member of WADA. Until now, in terms of funding, LADI is still being assisted by the government. So far, there are several institutions such as LADI which also receive funding from the government. This does not mean that independent institutions cannot get funds from the government. Even so, in our operations and making decisions, we remain independent.

Are you sure you can complete the target of the Jokowi government to release sanctions or be banned from WADA?

We have a target of no more than 3 months completing the WADA sanctions, God willing, we can. Hopefully and please pray from the people of Indonesia, the world of sports and all. We have closed ranks, the Ministry of Youth and Sports, LADI, NOC (National Olympic Committee) Indonesia, and representatives from sports to form a task force to speed up the process of releasing sanctions. How to solve the lack of compliance. Hopefully we can complete the targets set well.

"We are proud of the achievements that have been achieved by our badminton heroes," he said.

But he also realized that the atmosphere of emotion and happiness was tarnished because the red and white flag could not fly. “We have tried to write letters so that the red and white flag can be flown and the anthem Indonesia Raya can be heard. But what happened was only my Indonesia Raya anthem was playing. This is all because WADA is still implementing a ban on LADI," he said.
