JAKARTA - PPKM Level 3 in DKI Jakarta has been extended until 20 September. The case of COVID-19 in the capital city has begun to decline, but DKI Jakarta Governor Anies Baswedan reminded the public to continue to follow health protocols and follow vaccinations.
"I keep reminding everyone, don't be careless, keep each other safe, protect, stick to the 6M program and for those who haven't been vaccinated, let's get vaccinated immediately," said Anies at DKI City Hall, Wednesday, September 15.
In the implementation of the current PPKM, Anies issued the Decree of the Governor of DKI Jakarta Province Number 1096 of 2021 concerning the Implementation of Level 3 COVID-18 2019 Restrictions on Community Activities.
In the Decree, it is stated that during the PPKM Level 3 period, everyone who carries out activities in each sector or place must have been vaccinated against COVID-19 at least the first dose.
This vaccination requirement is excluded for residents who are still within a grace period of 3 months after confirmed COVID-19 with evidence of laboratory results, as well as residents who are contraindicated for COVID-19 vaccination based on the results of a medical examination with evidence of a doctor's certificate, and children aged less than 12 year.
For people who have been vaccinated, they can attach proof of their status to have been vaccinated on the Jakarta Kini (JAKI) application, a vaccination certificate issued by PeduliLindungi.id, and/or proof of vaccination issued by an authorized institution.
These are the rules for extending PPKM Level 3 in Jakarta:1. Activities in the workplace/office- Non-essential sector: Work from Hime (WFH) by 100 percent;
- Essential sectors: a. Finance and banking only covers insurance, banks, pawnshops, futures exchanges, pension funds, and financial institutions that are oriented to physical services with customers; , and 25 percent for office administration services to support operations and with the implementation of health protocols more strictly; b. Capital market (which is service oriented with customers and the capital market operations are running well); c. Information and communication technology includes cellular operators, data centers, internet, postal services, media related to the dissemination of information to the public; d. Non-quarantine handling hotels; - For letters (b) to (d) can operate with a maximum capacity of 50 percent of staff and with stricter implementation of health protocols; dane. Export-oriented and supporting industries where the company must show proof of sample documents for Export Declaration of Goods (PEB) for the last 12 months or other documents showing export plans and are required to have an Operational Permit and Mobility of Industrial Activities (IOMKI) with due regard to technical arrangements from the Ministry of Industry .- For letter (e): (a) can only operate with shift arrangements with a maximum capacity of 50 percent of staff only in production facilities/factories; (b) 10 percent for office administration services to support operations, (c) carried out by implementing protocols health; (d) using the Cares for Protection application for admission and discharge arrangements; and (e) eating employees at the same time.
- Essential in the government sector that provides public services that cannot be postponed: Follow the technical provisions issued by the Ministry of Administrative Reform and Bureaucratic Reform;
- Critical sectors: a. health; b. security and order; c. disaster management; d. energy; e. logistics, postal, transportation, and distribution especially for the basic needs of the community; f. food and drink and their supporting equipment, including for livestock/pets; g. fertilizers and petrochemicals; h. cement and building materials; i. national vital object, j. national strategic projects; k. construction (public infrastructure including telecommunications and broadcasting infrastructure); and l. basic utilities (electricity, water, and waste management);1. For letters (a) and (b) 100 percent of staff can operate without exceptions and with stricter implementation of health protocols;2. For letters (c) to (l) can operate 100 percent of the maximum staff, only in production/construction facilities/services to the community and for office services to support operations, a maximum of 2 percent of staff is applied;3. Companies included in the sector in letter (d), (e), (f), (g), (h), (k), (l) are required to use the Peduli Protect application to screen all incoming employees and visitors. to production/construction/service facilities and office administration areas; and4. Companies that are included in the sector category according to letter (c) must obtain a recommendation from the technical ministry of sector guidance before they can gain access to use PeduliLindung.
2. Teaching and learning activities- Education Unit: Implementation of learning in education units can be done through limited face-to-face learning and/or distance learning based on the Joint Decree of the Minister of Education and Culture, Minister of Religion, Minister of Health and Minister of Home Affairs Number 03/KB/2021 , Number 384 of 2021, Number HK.01.08/MENKES/4242/2021, Number 440-717 of 2021 concerning guidelines for the implementation of learning during the COVID-19 pandemic and for educational units that carry out face-to-face learning is limited to a maximum capacity of 50 percent, except for:1. SDLB, MILB, SMPLB, SMLB, SMALB, and MALB a maximum of 62 percent to 100 percent by maintaining a minimum distance of 1.5 meters and a maximum of 5 students per class; and2. PAUD is a maximum of 33 percent by maintaining a minimum distance of 1.5 meters and a maximum of 5 students per class.
3. Activities in the daily necessities sector. Supermarkets, traditional markets, people's markets, grocery stores, and supermarkets that sell daily necessities: - Operational hours are limited to 21.00 WIB with a visitor capacity of 50 percent, and with stricter implementation of health protocols, especially wholesale markets can operate according to operating hours; and- Supermarkets and hypermarkets are required to use the PeduliLindung application starting September 14, 2021.
b. Pharmacies and drug stores: Can be open 24 hours, with stricter implementation of health protocols.
c. People's markets that sell non-daily necessities: Can operate with a maximum capacity of 50 percent, and operating hours are limited to 17.00 WIB, with stricter implementation of health protocols.
d. Street vendors, grocery stores, voucher agents/outlets, barbershops/barbershops, laundry, hawkers, small workshops, vehicle washes and others like: Allowed to open and operating hours until 21.00 WIB with stricter implementation of health protocols .
4. Eating/Drinking Activities in Public Places (a) Food stalls/warteg, street vendors, hawker stalls and the like: Allowed to open and receive dine-in until 21.00 WIB with a maximum of 50 percent of the capacity visitors eating and a maximum meal time of 60 minutes with stricter implementation of health protocols.
(b) Restaurants/restaurants, cafes located in closed buildings/shops in separate locations: - Health protocols are tested, with the following conditions:
a. Can receive dine-in with operating hours up to 21.00 WIB and a maximum capacity of 50 percent, 1 table for a maximum of 2 people, and a maximum meal time of 60 minutes by following the health protocols that have been regulated by the Indonesian Ministry of Trade, Ministry of Tourism and The Indonesian Creative Economy, and the Indonesian Ministry of Health; b. Mandatory to use the Peduli Protect application to screen all visitors and employees; danc. The list of companies that will take part in this trial is determined by the Indonesian Ministry of Trade and the Indonesian Ministry of Tourism and Creative Economy.
(c) Restaurants/restaurants, cafes with open-air service areas- Allowed to open:1. With strict health protocols until 21.00 WIB;2. With a maximum capacity of 50 percent; 3. 1 table maximum of 2 people;4. Maximum feeding time 60 minutes; and5. It is mandatory to use the PeduliLindung application to screen all visitors and employees.
5. Activities at shopping centers/malls/trade centers:- Shopping centers/malls/trade centers:1. Maximum capacity of 50 percent and operating hours until 21.00 WIB with due observance of the provisions in number (3) letter (a) and number (4) letter (b) and with the health protocol regulated by the Ministry of Trade of the Republic of Indonesia;2. Mandatory to use the Peduli Protect application to screen all visitors and employees of related shopping centers/malls/trade centers;3. Restaurants/restaurants, cafes in shopping centers/malls/trade centers can accept dine-in with a maximum capacity of 50 percent, 1 table for a maximum of 2 people, and a maximum meal time of 60 minutes; Residents under the age of 12 are prohibited from entering shopping centers/malls/trade centers; 5. Children's playgrounds and entertainment venues in shopping centers/malls/trade centers are closed; and6. Cinemas can operate with a trial of health protocols with the following conditions: a). It is mandatory to use the PeduliLindung application to screen all visitors and employees; b). Maximum capacity is 50 percent and only visitors with the Green category in Care to Protect are allowed to enter; c). Visitors who are less than 12 years old are not allowed to enter; d). It is forbidden to eat and drink or sell food and drinks in the cinema area; e). Following the health protocols regulated by the Indonesian Ministry of Tourism and Creative Economy and the Indonesian Ministry of Health; danf). The list of companies that will take part in this trial is determined by the Ministry of Tourism and Creative Economy of the Republic of Indonesia.
6. Construction activities- Construction sites for public infrastructure (construction sites and project sites): Operates 100 percent with operating hours and capacity settings, with stricter implementation of health protocols.- Non-infrastructure construction sites for the public: Allowed to operate a maximum of 30 people with implement more stringent health protocols.
7. Worship activities - Places of worship (mosques, prayer rooms, churches, temples, temples, pagodas, and other places that function as places of worship): Can hold congregational worship/religious activities during the PPKM Level 3 period with a maximum of 50 percent capacity or 50 people by implementing more stringent health protocols and paying attention to technical arrangements from the Ministry of Religion.
8. Activities at health care facilities - Health care facilities: 100 percent operational, with stricter implementation of health protocols.
9. Activities in public areas and other places that can cause crowds - Public facilities, public areas, public parks, public tourist attractions and other public areas: Temporarily closed - Certain tourist attractions: Health protocols are tested, with the following conditions: 1. Following the health protocols regulated by the Indonesian Ministry of Tourism and Creative Economy, and the Indonesian Ministry of Health;2. Operational hours until 21.00 WIB;3. Mandatory to use the PeduliLindung application to screen all visitors and employees; 4. Children under the age of 12 are prohibited from entering the attractions under this trial; and5. The list of tourist attractions participating in this trial is determined by the Ministry of Tourism and Creative Economy of the Republic of Indonesia.6. Odd - even implementation along the road to and from tourist sites starting Friday at 12.00 WIB until Sunday at 18.00 WIB.
- Wedding reception venues: Can be held with a maximum of 20 invitations and do not hold meals on the spot by implementing stricter health protocols. - Locations for arts, culture, and social activities that can cause crowds and crowds: Temporarily closed. - Sports facilities:1 . Sports activities in closed rooms, sports activities carried out in groups and sports competitions are temporarily closed; 2. Especially for sports facilities in open spaces, they can operate with the following conditions: (a) Operational hours are up to 21.00 WIB, without spectators with stricter implementation of health protocols; (b) Performed in open spaces (outdoor) either individually or in small groups maximum 4 people, does not involve physical contact with other people and does not routinely require close individual interaction, can be carried out with the implementation of strict health protocols; (c) Outdoor sports facilities are permitted with 50 percent of the maximum capacity of people; (d) Masks must be worn during sports activities, except for sports activities that require removing the mask, such as swimming. For sports activities that require removing masks, masks can only be removed when carrying out sports activities; (e) Temperature checks are carried out for everyone who enters the sports facilities; (f) Restaurants/restaurants and cafes inside sports facilities are allowed to receive meals at a place (dine-in) with a maximum capacity of 25 percent and a maximum meal time of 60 minutes; (g) Supporting facilities such as lockers, VIP rooms, and bathrooms are not permitted to be used except for toilet access; (h) Users of sports facilities are not allowed to gather before as well as after sports activities and must maintain a distance; (i) Screening for visitors at sports facilities must use the PeduliLindung application; and (j) Sports facilities that violate the health protocol will be subject to sanctions in the form of temporary closure.
10. Activities on transportation modes- Public transportation, mass transportation, taxis (conventional and online) and rental/rental vehicles: Maximum passengers 50 percent of capacity, with stricter implementation of health protocols;- Ojek (online and base): Application of protocols health more closely.
