Kadinkes Bogor: Delay In Incentives For Health Workers Is Constrained By Verification
BOGOR - Head of the Bogor Regency Health Office (Dinkes), Mike Kaltarina said that the delay in payment of incentives for health workers (nakes) in his area was due to verification problems.
"The budget is there. But the verification takes a long time. Because we verified what was proposed by the RSUD and puskesmas. If there is an error, we ask to fix it first. The recipient must also be factual," said Mike Kaltarina in Cibinong, Bogor, quoted by Antara, Thursday, 22 July.
The reason is that the provision of health workers incentives in 2021 in Bogor Regency has only been carried out in January and February, while for March until now the verification process is still being carried out from the health data submitted by hospitals and health centers.
In January and February the incentives included 4,258 health workers, from four hospitals as many as 2,997 people with a value of around IDR 11.1 billion and 1,261 health centers with a value of around IDR 4.41 billion.
"I hope my fellow health workers will be patient with this incentive. We will continue to speed up the verification and I will make sure the money is there. If the verification is complete, it will be transferred directly to the account," he said.
Meanwhile, the Head of the Regional Financial and Asset Management Agency (BPKAD) of Bogor Regency, Ade Jaya Munadi, said that the Bogor Regency Government has prepared a budget of Rp. 60 billion for health workers incentives in the 2021 APBD.
"For this year, the incentives are borne by the regional government. In 2020, the budget will be prepared directly from the Ministry of Health," said Ade.
According to him, up to now Rp34.8 billion of which has been disbursed. The disbursement has been made for the provision of incentives in January and February 2021.
The amount of incentives given to specialists is Rp. 7.5 million, general practitioners or dentists are Rp. 5 million, midwives or nurses are Rp. 3.75 million and other health workers are Rp. 2.5 million.
The shift in providing incentives from the Ministry of Health to the Bogor Regency Government has an impact on the amount of incentives for health workers. If in 2020 specialist doctors get Rp. 15 million, general practitioners or dentists Rp. 10 million, midwives or nurses Rp. 7.5 million and other health workers Rp. 5 million.
"For 2021, the Ministry of Home Affairs asks each regional government to disburse the health worker incentives at least 50 percent compared to last year or adjust it to the regional financial capacity," explained Ade.
In addition, the Bogor Regency BPKAD has also disbursed vaccination incentives of Rp. 4.8 billion with an honorarium of Rp. 500 thousand.
"We have also disbursed incentive payments for November 2020 of around Rp. 18.6 billion. This budget comes from the Ministry of Health which goes to the regional treasury at the end of December 2020 which we will then budget for in 2021," said Ade.
