DKI Jakarta COVID-19 Control Regulation Draft Will Be Discussed At Bapemperda
JAKARTA - The draft Regional Regulation (Perda) for COVID-19 Control will be discussed first at the Regional Regulation Formation Agency (Bapemperda) of the DKI Jakarta DPRD.
"Until now, we (Commission E) have not received the draft revision of the Perda," said Member of Commission E of the DKI DPRD Agustina Hermanto (Tina Toon) quoted by Antara, Friday, July 16.
According to the young PDI-P politician, proposals from the executive for article-by-article revisions must first be discussed rigorously in the Bapemperda of the DKI Jakarta Provincial DPRD.
This is also supported by a statement by the Chairperson of Commission A of the DKI Jakarta DPRD, Wibi Andrino, who said that the commission in charge of the administration had not yet discussed the draft.
"There has been no discussion. In the Bapemperda of the DKI DPRD," he said.
Previously, Deputy Governor of DKI Jakarta Ahmad Riza Patria said the revised draft of Regional Regulation Number 2 of 2020 concerning COVID-19 Control by including criminal articles was already in the DKI Jakarta DPRD for discussion.
"It has been submitted, it is currently being processed," said Riza at the Jakarta City Hall, Thursday, July 15.
The regional regulation which was passed on November 12, 2020, was considered insufficient to punish violators of the COVID-19 Control Regulation in Jakarta.
Riza also emphasized that the DKI Jakarta Provincial Government did not hesitate to take firm action against violators of the current COVID-19 control rules, such as the implementation of emergency community activity restrictions (PPKM).
"For anyone who violates, we do not hesitate to take action starting from a written warning, to the revocation of a permit. We even penalize it," he said.
DKI Jakarta Regional Regulation 2 of 2020 concerning the handling of COVID-19 actually already has a criminal provision in the form of a fine.
Article 29 states that anyone who refuses to undergo a PCR test or COVID-19 examination will be punished with a maximum penalty of IDR 5 million.
Article 30 also states that people who refuse to be treated and/or vaccinated against COVID-19 will be fined IDR 5 million.
The next article, namely Article 31 paragraph 1, states that people who carry bodies with COVID-19 status or are likely to be fined a maximum of IDR 5 million.
Paragraph 2 states that people who commit crimes similar to paragraph 1 with threats or violence will be fined a maximum of Rp. 7.5 million.
Article 32 or the last article of criminal sanctions states that every person who is confirmed positive, but leaves the isolation facility intentionally will be subject to a fine of IDR 5 million.
