内務省は、IKKDベースの地域責任者のリーダーシップパフォーマンスを測定します

JAKARTA - The Domestic Policy Strategy Agency (BSKDN) of the Ministry of Home Affairs (Kemendagri) will measure the leadership performance of index-based regional heads using the Regional Head Leadership Index (IKKD) whose measurements are carried out every year.

Head of BSKDN Yusharto Huntoyungo in a written statement received in Jakarta, Saturday explained that the best regional head determination and awarding will be made in 2025. This decision considers a fairly large sensitivity ahead of the 2024 General Election.

"We are well aware of the question of what this measurement will continue without the best regional head determination? And it is undeniable together that awarding is one thing that can motivate regional heads to be involved in this IKKD activity," he said as quoted by ANTARA, Saturday, June 17.

Yusharto said the purpose of measuring the IKKD was not only to oversee the leadership performance of regional heads, but to contain various important data that could be utilized by the central government and local governments.

The IKKD is also related to the support of planning efforts, determining priorities in the implementation of development, and evaluating or measuring the achievement of development performance.

"Leaders are one of the determinants in the success of government administration. It must go through a measurement process whose methodology can be accepted by all parties, we have traveled to various regions to socialize this IKKD," he explained.

Yusharto acknowledged that the current IKKD measurements still require improvement from various aspects for more optimal results.

His party has made improvements to the IKKD through changes to a number of variables and dimensions whose weighting is adjusted back based on the revision of the Minister of Home Affairs Regulation (Permendagri) Number 38 of 2020 concerning IKKD.

BSKDN will continue to strive to improve the quality of IKKD measurements in various ways, including by holding a number of discussion forums.

"There is still a lot that needs to be repaired or confirmed, hopefully through this forum and various other forums later with our instruments with the results that will precisely measure regional heads, from there we can get and continue to form regional heads that are better from time to time," he added.

This statement was made by Yusharto when giving a speech at the "Workshop for IKKD Measurement" at The Acacia Hotel Jakarta, Friday (16/6). The Dean of the Faculty of Government Management, Institute of Domestic Administration (IPDN) Halilul Khairi was also present as a resource person.

Halilul provided a number of inputs to improve the IKKD measurements. According to him, the IKKD assessment should not only focus on assessing mere planning documents, but also on policies issued by regional heads.

"Visioners are not about documents, visionary can be seen what the policy directions of him (regional heads) are different from generally other regions. Innovations can be like that (evolving) coming from regional heads because innovation must be guarded by leadership," he said.
